mselect is looking to hire a Stakeholder Engagement Head for an international energy client in Basrah, Iraq. Candidates must have a minimum of 15 years of relevant experience. Fluency in English and Arabic is a must.

KEY RESPONSIBILITIES
  • Participates in shaping, defining, and implementing Stakeholder Management Strategy based on a detailed stakeholder mapping and in accordance with the level of influence and interest of the different stakeholders (Authorities, Business, Civil society)
  • Identify, map, frame, engage and compile reporting on stakeholders’ relationships (i.e., Authorities, Business & Civil Society including impacted communities)
  • Manages and participates in the development of specific Stakeholder Engagement Plans (SEP) in the construction & operational Phases and monitor Contractors SE
  • Develops and implements the Community Relation Plan, part of the SEP
  • Ensures consistency of messaging and updates communication tools and key messages to ensure stakeholders are kept informed
  • Liaises with operational, project and other teams to collect information on upcoming activities on the ground and inform stakeholders especially the PACs (Project affected communities) early
  • Liaise with Local Content (LC), Human Resources (HR) and Communications teams to align messages & timely diffuse information on jobs and services opportunities to PACs
  • Develops and updates the Grievance Management Procedure and oversee grievances mechanism process
  • Manages and responds to concerns, questions, and expectations in an organized and tracked manner
  • Monitors stakeholder engagement being undertaken as part of 3rd party CSR (Certificate Signing Request) studies
  • Supervises the production and distribution of appropriate disclosure materials, including alternative methods to communicate effectively with specific stakeholders (i.e. Vulnerable groups, indigenous groups…)
  • Closely coordinate with Land and Permitting teams to provide timely and adequate staff to support land access activities.
  • Provide support and ensure SE representative is always accompanying project teams during field activities
Monitoring & Evaluation (M&E):
  • Monitor Company contractor’s stakeholder engagement activities with the help of developed Contractor Control Plans
  • Maintain a Performance Dashboard of SE activities and stakeholders’ analysis
Reporting:
  • Ensures that a track record of all stakeholder engagements, stakeholder concerns and expectations, stakeholder grievances is maintained, and commitments respected
  • Prompt reporting on weak signals that represent potential risks to the activities, infrastructure, or reputation of the Company
  • Collect and register all related data within the dedicated software
  • Report on weekly and ad hoc basis on stakeholder engagement progress against schedule and objectives as well as human & financial issues
  • Contribute to overall sustainability risk management mapping and action plan
  • Launch and coordinate the execution of the required 3rd party studies
  • Coordinate with M&E team to integrate studies outcomes in the Sustainability MS. Management
  • Contribute to the recruitment and supervise a Stakeholder Engagement and Community Relations team
  • Ensure SE staff development needs are met by mentoring, coaching and through training

REQUIREMENTS
  • Bachelor’s degree in Community Development/ Sustainability/ Anthropology/ Sociology
  • Minimum 15 years’ experience in Social Performance specialized roles with at least 7-10 years in stakeholder engagement management
  • Excellent communication and interpersonal skills with a proven ability to develop and maintain good relations with a wide range of stakeholders
  • Proven ability to work autonomous
  • Good understanding of cultural, personal and community issues
  • In- depth understanding of the economic, political, and social dynamics in operation
  • Good reporting, negotiations, analytical, managerial and conflict management skills with High integrity, capacity to dialogue essential, superior negotiation, conflict management & communications skills
