MSELECT is hiring a Senior Planner for an international oil and gas operator in Basrah. Candidates must have at least 8-10 years of experience within the oil and gas industry. Fluency in English is a must.

Job Objective

To assist and contribute towards an effective and efficient planning and monitoring process of all Operations and Projects activities

KEY ACCOUNTABILITIES

  • Develop the asset’s long-term plans in alignment with the strategic planning priorities set by asset management
  • Coordinate the preparation of work program and budget Check that all supporting documents for proposed budget and related work plans are correctly prepared & amends where corrections are found necessary
  • Compile the annual work program and budget, +4Years WP&B Forecasts
  • Builds and maintain a database for all Budget operations, ensure that all cost and activities are properly inputted into the databases and Prepare performance reports as and when required by Management
  • Maintains files for all budgets submitted. Follows up as and when necessary
  • Be in continuous coordination with Budget focal points, Section Heads and other relevant employees to monitor and control all items of the WP&B
  • Assist all departments in the development of the AFEs,
  • Compile information and report on the AFEs progress on a regular basis
  • Maintains and follows up on the Budget Change Request (BCR) data
  • Calls for monthly BCR meetings, takes and distribute minutes of the monthly BCR meetings
  • Compiles and prepares BCR status report and budget change for management approval as necessary
  • Perform variance analysis on the budget vs actual expenditures Advises the Section Head on the variance trend and actions to be taken
  • Carry out other duties linked to WP&B such as preparing of KPIs report and preparing analysis on Work Programs and Budgets as required
  • Compile information and develop periodic reports as required and distribute to the relevant parties

Reporting & Performance Monitoring

  • Ensure the Planning support (short, medium and long term) provided to Senior Management is of a high standard in order that best placed to set and meet its targets, and is increasingly pro-active rather than reactive
  • Manage effective data collection and reporting on all related activities and operations to support decision making within Operations QA/ QC, Asset operations, corporate planning and portfolio management
  • Coordinate the development and monitoring of all project’s schedules, progress tracking and analysis including different phases of the project in order to support timely project execution while ensuring prompt alerting of project management of any deviations in order to support implementation of corrective action
  • Assist with the close out of all projects and prepare reappraisals as appropriate

Planning and Operations Improvement

  • Propose and develop plans for the execution of optimization projects, ensuring progress is tracked and reported to management in order to meet the agreed objectives on time and within budget
  • Identify/create value-adding opportunities

Policies, Systems, Processes and Procedures

  • Contribute to the identification of opportunities for the continuous improvement of systems, processes and practices to increase productivity and operational efficiency
  • Implement all relevant policies, processes, procedures and instructions so that work is carried out in a controlled and consistent manner

Health, Security, Safety and Environment

Follow all relevant company’s health, security, safety and environmental policies, processes, procedures and instructions to ensure Health and Safety compliance in all aspects of work by applying them on self, others and corporate assets

DECISION MAKING AUTHORITY

  • Key decisions having significant impact on planning and operations are referred to the Work Program & Budgeting Section Head or Planning Manager for approval before implementation
  • The jobholder exercises financial and operational authority as per the level established by the management and stipulated in the authority matrix

QUALIFICATIONS, EXPERIENCE & SKILLS

  • Bachelor’s degree in an Engineering field or equivalent
  • Additional qualification in Business, Finance or Economics background preferred
  • Project planning certification

Minimum Experience:

  • Minimum of 8 to 10 years of relevant experience in operations and planning in the upstream oil and gas industry
  • Working knowledge of Planning software applications
