mselect is looking to hire an Operations Readiness and Assurance Superintendent for an international oil and gas operator in Basrah. Candidates must have a minimum of 20 years of experience in the offshore oil and gas industry of which at least 15 years on brownfield construction, completion, commissioning, and start-up of large offshore oil and gas installations. Fluency in English is a must.
 
JOB OBJECTIVE
  • Provides completion design input to the Basis of Completion Design (BOCD), including the formation evaluation program
  • Reviews offset wells and Lessons Learned for input to subsequent well designs and programs
  • Prepares and presents detailed Well Design Review to the project team and management
  • Prepares portions of completions program, critical elements list, load out list, contingency plans, and MOCs
  • Designs well stimulation in conjunction with BHP and service companies' SMEs
  • Perform tubing stress analysis for well life cycle
  • Ability to run torque and drag models
  • Assist in selection, testing of completion components to meet BOCD requirements
 
KEY RESPONSIBILITIES
  • Post-well or post-campaign review
  • Well integrity and barrier analysis
  • Completion input to subsurface and production program
  • Reviews daily activity reports to ensure accuracy and appropriate level of detail
  • Participates in rig-based audits, in support of the Superintendents and HSE Supervisors
  • Participates in After Action Reviews and ensures Lessons Learned are captured
  • Liaises with Supply to ensure timely delivery of equipment and services to meet operational requirements
  • Assists in managing service companies and ensures compliance with contracts
  • Participate in service company Performance Reviews
  • Evaluate and progress continuous improvement opportunities
  • Responsible for retention of critical well records (CEL, tallies, trip sheets)
  • Review of well designs and operational plans at well/pad kick-off meetings
  • Supporting operations daily, ensuring program is followed, and anticipating potential problems
  • Evaluating requirements for program changes and raising MOCs as required
  • Identifying potential problems and preparing contingency programs as required
  • Making recommendations on improvement opportunities
  • Well handover process
  • Assists in the preparation of well cost estimates, including accurate cost estimate for AFE generation
  • Closely tracks costs during operations
  • Proposes cost reduction initiatives and drives savings
  • Reconciling AFE vs final tracked costs, investigates variances, and updates cost model as required
  • Raising requisitions and approving invoices in a timely manner
  • Specifies completion equipment for procurement
  • Evaluation of tenders to ensure the best services are contracted at competitive rates
  • Inputs and scope of work to tender documents for third party services
  • Provides engineering input to quality plans for equipment and service tools
  • Ensuring equipment and service tools are manufactured and prepared to QP
  • Write failure investigation reports and non-compliance reports
  • Oversee EPCIC Contractor's planning and execution of the brownfield construction, mechanical completion and commissioning of the Project
  • Be the prime focal and responsible for the technical, quality, safety, environmental aspects of the work and to successfully complete the offshore brownfield construction, completion and commissioning of all the systems/subsystems involved on time and within the budget
  • Work with EPCIC Contractor to prepare and approval of work packs and work procedures, mobilization to offshore, completion of the work, achievement of mechanical completion, commissioning and ready for start-up in accordance with the approved design, procedures, in a safe manner, within schedule and in accordance with the applicable technical specifications
  • Liaise with onshore fabrication and track the testing & pre-commissioning work at onshore sites, to assist in managing the interfaces between onshore and offshore activities and to develop the data base required for offshore construction, completion and commissioning
  • Serve as Company's source of expertise in areas of brownfield construction, completion and commissioning. Shall be accountable for all matters related to safety, quality assurance and technical compliance associated with brownfield construction, completion and commissioning
  • Interface, coordinate with and oversee the work by Company, Contractor and equipment vendor's personnel to ensure the hook-up, testing & commissioning work packs, test packs, procedures and completion certificates are reviewed and endorsed by the relevant parties
  • Coordinate with EPCIC Contractor and Company's Operations & Maintenance Department on production shutdown planning, preparation of integrated shutdown plan, work activities interfaces during shutdown
  • Interface with EPCIC Contractor and Operations & Maintenance on matters relating to start-up. Such shall include start-up procedure, provision of start-up spares and start-up personnel and vendor supports, coordination of start-up activities
  • Monitor the marshalling and delivery of materials/equipment and construction spread, mobilization of personnel to work site and kick start the construction, completion, commissioning and start-up activities
  • Monitor the provision of vendors' brownfield construction, completion, commissioning and start-up documents. Review the same documents as required
  • Oversee and supervise work assignment to site engineers/ inspectors to ensure adequate verification/ attendance/ random inspection of the work
  • If warranted, assist the Project Manager in negotiations with Contractors regarding changes and impacts to the Contract
  • Witness where necessary critical activities such as construction, testing, completion and commissioning of the works
  • Review adequacy and accuracy of punch lists. Monitor completion of the work
  • Perform any other duties that may be requested

QUALIFICATIONS, EXPERIENCE & SKILLS
  • Degree in engineering (Petroleum, Mechanical or Chemical)
Minimum Experience:
  • Minimum 20 years of experience in the offshore oil & gas industry of which at least 15 years on brownfield construction, completion, commissioning and start-up of large offshore oil & gas installations (production, receiving, processing, compression, control, safety and utility systems). Candidate must have at least 5 years of hand-on working experience at the offshore site/platform
  • 5+ years in the Drilling, Completion and Well Intervention industry advantage
  • 2+ years wellsite supervision preferred; engineering and/or operations experience with different well types and/or campaigns
  • Hand-on experience on liaison and coordination with Operations & Maintenance pertain to the planning, execution and production shutdown construction, testing, hook-up, commissioning and start-up activities
  • Experienced with the preparation and review of work packs, compile system/equipment commissioning procedures, test packs, start-up procedure and familiar with the computerized completion management system
  • Familiar with the internationally accepted upstream offshore oil & gas industry codes and standards
  • Supervised the planning and execution of the brownfield construction, completion, commissioning and start-up activities within the past 12 years
Knowledge, Skills & Attributes:
  • Ability to collaborate and communicate effectively
