mselect is looking to hire an Operations Engineering Section Head for an international oil and gas operator in Basrah. Candidates must have a minimum of 10 years of experience in the oil and gas industry. Fluency in English is a must.


Job Objective
The operations engineering section head will be responsible for directly leading a team of project, integrity, discipline engineers, whose purpose is to provide engineering, analysis, and operational support to all crude oil and natural gas production activities. Critical responsibilities shall include: tactical leadership and quality assurance, staff development and supervision, activity prioritization, technical and analytical quality control, effective records management, competitive intelligence collection and dissemination, and communication with other department managers and executives.
  • Ensure the Operations Engineering organization has strategic alignment with overall corporate goals and is staffed appropriately
  • Develop tactical objectives for the department to ensure alignment with annual budget
  • Effectively allocate personnel resources, mentor and train staff, and provide administrative supervision
  • Establish technical and analytical standards for all Operations Engineering activities and implement processes for quality assurance (key activities include: production and disposal well surveillance, post-completion flow-back monitoring and control, artificial lift design, produced water handling system planning, production down-time and failure analysis, Capital development and Expense maintenance cost estimation and analysis, and operational well data management)
  • Create comprehensive well surveillance plans, conduct regular reviews with peers in Reservoir Engineering and Operations to develop joint plans to improve operational profitability and safety
  • Actively participate in development team meetings to provide functional guidance and prioritize associated Operations Engineering activities
  • Direct records management efforts for critical technical and operational data and plans
  • Lead routine competitive intelligence gathering on evolving production technology and techniques as well as industry competitor activities related to Operations Engineering and Operations & Maintenance
  • Effectively communicate with other department managers and executive leaders to ensure prompt and accurate information is available and promote a common reference for business planning

KEY RESPONSIBILITIES

Project Management:
  • Oversee and deliver MOC and minor project related activities
  • Work closely with contractors, internal and external stakeholders
  • Pre-operations and document development experience essential
  • Operational and project experience is essential
  • Experience of working in an engineering office environment
  • Interface with operations, maintenance, planning and cost control
Health, Security, Safety and Environment:
  • Ensure compliance with all relevant HSE management policies, procedures and controls within own area, monitoring, reviewing and evaluating on a continuous basis, and a responsible environmental attitude
  • Lead by example and develop a strong safety-first culture within the own and (sub) contractor workforce
People & Contractor Management:
  • Manage the activities of the department and work performed by Contractors and Suppliers and ensure that it is carried out in an efficient and effective manner. Build good relationships with key stakeholders
  • Recommend training and development for team members to build their capabilities
  • Contribute to knowledge dissemination/sharing in a way that assists with building internal capabilities of employees
  • Develop overview of own team and contractor’s strengths and weaknesses.  Intervening as and when required
Policies, Systems, Processes and Procedures:
  • Contribute to the development and implementation of department systems, processes and procedures
  • Ensure compliance with international and corporate requirements on the adherence to policies, procedures and instructions within own area related to all relevant regulatory directives to promote a safe and risk-free environment

KEY QUALIFICATIONS
Minimum Qualifications:
  • Bachelor’s degree in process, chemical and or mechanical engineering
  • Considerable experience in integrity, engineering and project management disciplines
Minimum Experience:
  • 10 years of experience in Oil/ Petrochemical Plants with similar role
  • 10 years oil and gas experience
