Job Purpose
- Act as HSE focal point for the work developed at the Worksite/field level and provide HSE support and advice to the Project
- Worksite management, Contractor and Subcontractors
- Work in total synergy within other Project Site HSE teams and report functionally to the Project Site HSE Manager
- Responsible for the implementation of the Project HSE Plan at the Worksite level
- Ensure the HSE readiness for all Worksite activities and perform permanent HSE Supervision
- Participates actively in the personnel safety, construction integrity and respect of the environment and promotes HSE awareness at all levels through exemplary and pro-active attitude with the Project team, Contractor and Subcontractors teams
- Accountable for demonstrating, individually, exemplary behavior regarding HSE rules & requirements
Key Activities
General HSE requirements:
- Ensure strict compliance with Project HSE requirements, and, regarding contracted activities, for compliance with the HSE contractual clauses and other documents governing contractor relations
- Ensure strict compliance with the HSE instructions, rules and procedures in force in the affiliate and applicable for the Project
- Ensure strict compliance with the company’s Golden Rules, Zero fatality program actions
- Establish an HSE monitoring, inspection and audit program; support the Management Joint Safety Tours; and follow up HSE Action Tracking Register
- Ensure Project HSE training and Induction program implementation
- Promote a proactive and positive intervention approach to Worksite teams, Stop
- Promote HSE and Substantial awareness among the workforce, through the proposal and monitoring of toolbox talks, incentive schemes, lessons learned towards the workforce, supervision and management
- Promote any HSE initiative to be implemented on the Worksite, such as but not limited to a communication campaign, safety culture programs, World Day for Safety & Environment, etc
- Advise Contractor on general and specific operational HSE matters (safety barriers, PPE, etc)
- Verify that the Contractor's HSE procedures for the specific tasks are kept updated
- Monitor the Contractor HSE performance and provide proposals for improvement at the Worksite
- Ensure that Worksite HSE meetings and reviews are performed and recorded accordingly
- Ensure that all Worksite activities carried out by Contractor and Subcontractors are conducted in strict accordance with Project HSE Standards
- Monitor the effective implementation of the Permit to Work system on the Worksite
- Monitor the Method Statement and Risk Assessments are followed by the Contractors
- Ensure that Job Risk Assessments/Job Safety Analysis are prepared for specific operations
- Ensure the implementation of the HSE Risk Management process, and that every activity is covered by the relevant Risk Assessment and Job Safety Analysis
- Ensure the company’s Safety Green Light program is in place during Toolbox & Pre-Job Talks
- Perform routine and random HSE inspections daily, to monitor HSE procedures implementation on site and ensure the follow-up of corrective actions
- Ensure Contractor personnel have the necessary HSE equipment needed
- Conduct a follow-up of regular formal inspections together with the Contractors' representatives (verification exercises, walkthroughs, specific inspections…)
- Perform HSE checks of all machinery entering the site and verify the contractor's inspection process
- Stop & take necessary actions and report any anomaly, violation & unsafe practice
- Attend and participate in daily/weekly/monthly meetings and Toolbox & Pre-Job Talks
- Monitor and maintain control measures in the use of hazardous materials and chemicals
- Ensure monitoring of the project's environmental and social requirements and all required ESIA control measures
- Ensure an emergency response plans are developed for any identified potential event, and that drills are carried out accordingly
- Ensure adequate HSE reporting in line with Project procedures
- Lead in accident/incident investigation and ensure that any HSE event on Site is reported in due time
- Ensure an HSE Observations (unsafe situation/act) reporting scheme is implemented, with proper analysis and follow-up of action taken; Promote proactive HSE Observations reporting
- Ensure efficient communication of Return of Experience (REX) on the Worksite
Accountabilities
Ensure 100% compliance with the PROJECT HSE objectives, policies, procedures, standards and guidelines.
Requirements
- >7 years of HSE professional experience in the energy industry and construction sector(s) of which 5 years should be on-site
- Technical degree or diploma plus locally/internationally recognized HSE degree/diploma
- Experience in the power sector will be a plus
- Proven autonomy and ability to manage contacts are required
- Precision and zero compromise/tolerance approach on HSE and technical excellence must be proven
- High level of knowledge and understanding of the local HSE regulations applicable in the selected region
- Ability to understand procedures and instructions specific to HSE topics
- Must be able to prepare, review, and audit working procedures
- Must be able to prepare reports on all HSE technical matters
- Must be capable of conducting HSE incident investigations
- The ability to plan, implement, and supervise training in all areas of safe working is essential
- Demonstrated knowledge and experience in developing, implementing, and continuously improving health & safety, and environmental management systems requirements
- Good English language oral and written communication skills are essential
- Arabic language speaking and knowledge of the Middle East Area is considered valuable
- Proficiency in computer skills with MS Office and other day-to-day work-related software applications is necessary
