mselect is looking for an HSE Operations Lead for an international oil and gas operator in Basrah. Candidates must have a minimum of 10 years of experience in the oil and gas industry. Fluency in English and Arabic is a must.

JOB OBJECTIVE
This position works within a team of local national HSE staff supporting operational activities on sites. The Operations HSE Team Lead is responsible for providing HSE leadership and support to line management and coaching to new employees and Iraqi National staff across large number of facilities, including CPF, DS-2, DS-1, Wells, mini Well Pads and associated project activities within the areas. This is a field-based role and will require the successful candidate to be an effective HSE Leader and agent of change in a challenging multi-cultural environment, which encompasses different perceptions and understandings of HSE. The Operations HSE Team Lead provides HSE support to the Asset Supervisors/Managers and Assets Services, Operations and Maintenance teams. The incumbent will need to work closely with their counterparts in the Project organizations to implement agreed HSE Plans and work with the Asset manager to ensure a smooth handover of assets from the Project to Operations.

RESPONSIBILITIES
  • Provision of continuous delivery of HSE support to Operations and Maintenance teams
  • Leading, coaching and developing to the Ops HSE Supervisors and Technicians
  • Guide, support and where necessary intervene to ensure HSE compliance during site Operations activities in line with Goal Zero aspirations
  • Aid in implementing Management of Change (MOC) Process and review MOC requests and provide Operations HSE input as required
  • Support preparation of PSSR and Statement of Fitness (SoF) documents from the line and provide Operations HSE input as required
  • Provide input into the development and/or update of HSE critical procedures and standards
  • Development plan preparation for Ops HSE Supervisors and Technicians
  • Support the Operations and Project organizations to facilitate ownership and improvement of HSE requirements in the locations for which they are responsible
  • Support Plant Operation and Maintenance Teams in preparing and planning works in a safe manner and in engaging with the contractors on safety aspects as required
  • Participation in the development and implementation of Safety Day, Time-Out-for-Safety campaign programs, Safety Moments, Toolbox Talks
  • Provide Safety expertise and ensure that Operation activities & projects are conducted in accordance with the HSE requirements and the recognized HSE International standards
  • Support Emergency and oil spill response preparedness, and assist the management in case of any incident impacting 
  • Follow and coordinate the HSE activities in brownfield areas and provide clear guidance and support to the Site HSE Leads and HSE Supervisors in preparing and planning works in a safe manner
  • Support and steer coordination of Field HSE team activities through the HSE Leads by providing technical advice, coaching, guidance, and mentoring on HSE including learning and personal development, and their contribution towards the journey towards Goal Zero
  • Support, steer and challenge the Asset (Operations and Maintenance) and brownfield operating organizations to facilitate ownership and improvement of HSE requirements including workplace safety, personal safety, process safety, Emergency Response and management of health and environmental hazards in the locations
  • Carry out regular site inspections and safety walks to check policies and procedures are being properly implemented, to identify and correct HSE gaps or potential hazards, and to ensure safety regulation compliance
  • Participate in the development and implementation of HSE Plans and, where required, contribute to the implementation and development of Business Improvement Plans relevant to HSE
  • Allocate HSE resources to provide optimum coverage areas and activities where it matters most based on HSE exposure and risk
  • Provide assurance and assistance for effective implementation of Permit-to-Work Procedures
  • Provide pre-Qualification and evaluation of Contractor HSE site specific programs as applicable
  • Ensure all new contractors go through Ready for Construction review before commencement of any onsite works
  • Be an ambassador for the Process Safety journey by visible and consistent interventions where Process Safety hazards are prevalent
  • Provide HSE input and support during HAZID, HAZOP, HSE cases and process safety studies when requested
  • Contribute to development of Simultaneous Operations (SIMOPs) procedures, and support Operations and Projects to ensure rigorous application
  • Liaise with Technical Safety Discipline to ensure relevant requirements are clearly understood and acted upon by Line in area of responsibility
  • Support the review of safety critical barriers effectiveness and development of interim measures where required
  • Promoted the safety recognition by supporting the Contractors to design HSE incentive programs across the field
  • Aid in implementing Management of Change (MOC) Process and review MOC requests and provide Operations HSE input as required
  • Support preparation of PSSR and Statement of Fitness (SoF) documents from the line and provide Operations HSE input as required
  • Provide input into the development and/or update of HSE critical procedures and standards
  • Drive all aspects of the incident and near miss reporting, investigation, follow up and support the quality closure of actions
  • Liaise with the Emergency Response department to support preparation, and maintain currency of, Emergency Response procedures
  • Participate in Emergency Response exercises and act in ER related roles as required by local procedures
  • Submission of MoO report
  • Other duties as required

KEY QUALIFICATIONS  
  • University Degree or College graduate or equivalent in a technical discipline
  • Higher Level Technical Certificate or Diploma and NEBOSH General Certificate Preferred
  • HSE training; Process Safety, PTW, NORM, CSE, Authorized Gas Tester, WAH, Excavation and trenching, Emergency Response, Supervisor & Leadership Training

Experience
  • 10 years of job experience within the oil & gas industry
  • Knowledge of SIPD HSSE-MS and implementation in the field
  • Experience in incident investigation and report preparation
  • Occupational Health, Safety and Environmental experience
  • Active involvement in implementing PTW system
  • Experience in developing and implementing Risk Assessment
  • 5 years of job experience in implementation of HSE requirements and in managing operational safety in brownfield sites (Hydro carbons containing), including H2S
  • Experience in delivering HSE training, performing HSE audits and supporting incident investigation
  • Understanding of risk management processes
  • Proven ability to work with contractors working in a weak HSE culture environment
