mselect is looking to hire an HR Specialist for an international oil and gas operator in Erbil. Candidates must have a minimum of 3 years of work experience in payroll/recruitment management and be fluent in English and Kurdish.
 
JOB OBJECTIVE
The HR Specialist will be responsible primarily for recruitment and payroll activities. Other duties include managing the workforce budget and expenses and cooperating with different departments to increase recruitment service performance and improve the payroll system. The HR Specialist is also accountable for processing the workforce’s Personal Income Tax and Social Security Contributions in line with the relevant laws applicable in KRI.
 
KEY RESPONSIBILITIES
 
Recruitment:
  • Responsibility for job advertisements and application filtering
  • Scheduling and management of candidate interviews, providing feedback, obtaining necessary internal approvals
  • Liaise with the hiring managers to prepare interview forms and written exams
  • Conduct pre-employment suitability checks for all staff, including references, medical checks, and due diligence forms
Payroll:
  • Collecting timesheet data and payroll information
  • Entering data into payroll and administrative databases and software programmes
  • Calculating wages, benefits, tax deductions, and social security contributions
  • Processing payroll for all employees and contractors in KRI
  • Maintaining personnel database regarding salaries and other compensations
  • Managing workforce budget and expenses
  • Reporting to line manager regarding daily activities and issues
  • Responding to payroll-related inquiries and resolving concerns
  • Preparing financial reports for accounting and auditing purposes
  • Performing account balance and payroll reconciliations
  • Maintaining accurate records of payroll documentation and transactions
  • Preparing periodic payroll reports for review by management
  • Any other relevant duties assigned by the line manager
Key working relationships:
  • Position Reports to: HR Manager
  • Position directly supervises: N/A
  • Internal contacts: Head of Financial Reporting & Control, Finance Manager, Operations Manager, HSE Manager, Drilling Manager, Production Manager, Facilities Engineering Manager, and other members of the HR department
  • External contacts: Personal Income Tax Directorate, Directorate of Labor and Social Security, banking institutions, recruitment agencies, legal advisors and financial auditors. Due to the nature of the position, a strong knowledge of tax and social security laws and common fiscal procedures is necessary along with excellent communication skills and computer literacy, especially with Microsoft Office applications
 
KEY REQUIREMENTS
 
Qualifications:
  • Minimum bachelor’s degree in a Finance/ Accounting/ HR/ Business discipline
  • Chartered Accounting/ HR certification would be a plus
Experience:
  • Minimum 3 years of experience in Payroll/ Recruitment Management
  • Working experience with Accounting and Payroll Software
  • Demonstrated experience in dealing with Tax and Social Security Authorities
  • Advanced knowledge of Labor, Social Security, and Income Tax Laws in KRI
  • Excellent verbal and written communication skills in English, Kurdish, Arabic
  • Strong organisational and time management capabilities
  • Detail-oriented and high numerical aptitude
