MSELECT is looking to hire a Drilling HSE Supervisor for an international oil and gas operator in Erbil. Candidates must have minimum 10 years of field experience as HSE Advisor, Supervisor, Mentor, with minimum 5 years of experience at drilling rig onshore in international oil and gas companies and be fluent in English.
 
KEY ACCOUNTABILITIES
  • Operate within and promote company’s core values and HSE culture. Lead HSE culture and continual improvement journey as an integral HSE team member
  • Provide experienced judgement, technical insight and supervision for Drilling HSE management
  • Participate in the implementation and execution of HSE plans and activities required in making continuous and positive HSE improvements in the field drilling operations
 
KEY TASKS
  • Maintain compliance with local and international HSE laws, regulations and standards
  • Implement and maintain HSE management system, procedures and work practices and related HSE Plans & bridging documents for drilling operations
  • Participate in HSE risk assessments to plan and execute prevention and mitigation controls
  • Monitor control of work to ensure that all activities are planned and executed safety e.g. Permit to Work, Energy Isolation, Pre-job meeting, Emergency plan
  • Manage site HSE interface with drilling and service contractors to operationalize and ensure compliance with HSE standards
  • Review and input to the development and maintenance of ESHIA for drilling activities and subsequent actions as per commitments register
  • Ensure design and operated performance standards are developed and maintained for all HSE high risk activities such as lifting, confined space entry, hot works and working at height within drilling
  • Ensure the implementation of inspection regime for lifting appliances and lifting accessories in accordance with applicable in country requirements and IOGP
  • Ensure the contractor has systems in place to verify operator competence
  • Ensure the timely identification of HSE hazards and evaluation of risks for all activities and development of effective tools to manage and with the Drilling Team reduce these risks to ALARP
  • Ensure effective management of change processes are implemented for drilling HSE related changes during all phases of drilling activities
  • Development and implementation of the HSE training requirement by mentoring, coaching and competence development of drilling staff
  • Lead and participate in drilling HSE audits, reviews and site inspections
  • Liaise with Contractors HSE advisor, Tool Pusher and Company’s Drilling Supervision to enhance HSE standards, procedures and hazard awareness
  • Closely involved in pre planning and execution of rig moves with regards to HSE of personnel, equipment and well site
  • Provide HSE support, assurance and monitoring for drilling activities
  • Ensure the HSE rig readiness and assurance register is maintained and actions tracked
  • Maintain site specific emergency response plans and conduct training and exercises
  • Lead/ participate in emergency response as needed
  • With drilling supervision and management investigate HSE incidents to determine root causes and propose /implement actions
  • Providing input to the collection of Lessons Learned for the drilling activities
  • Prepare, submit and maintain HSE performance data (KPIs and Targets) and activity reports
  • Deliver HSE induction and internal HSE trainings; and facilitate external HSE trainings were required
  • Support the development of local members of the HSE team through individual competency development plans
 
Specific Drilling activities requiring HSE oversight include:
  • Rig mobilizations (may involve 60+ new local hires) and rig demobilizations where on the job training is required. Most of the HSE incidents occur during the rig mobilization with new crews
  • Hydrogen sulfide training for encountering H2S while drilling
  • Daily attending the drilling crew tour changes and participating in before action reviews
  • Enforcing full participation with the rig contractor START/STOP type behavioural safety program for the rig contractor personnel and the service company personnel
  • Monitor the daily drilling activity and discuss with rig supervisors the risks for each hole section
  • Monitor the rig contractor non-hazardous and hazardous waste management
  • Monitor the rig contractor personnel for needed HSE training
  • Support the rig contractor with their HSE MS
 
REQUIREMENTS
Skills and Experience
  • 10-15 years’ field experience as HSE Advisor/Supervisor/Mentor. Minimum 5 years’ experience at drilling rig onshore in international oil and gas companies. Priority will be given to candidates with background in sour gas (H2S) projects and KRI relevant experience
  • Professional qualifications required as this is a field based operational position. e.g. NEBOSH, GradIOSH/CMIOSH, CSP/equivalent, IEMA, Auditor
  • Experienced in HSE risk assessment practices
  • Knowledge of industry HSE best practices and national and international HSE legislation
  • Demonstrated strong operational safety competencies, including lifting operations
  • Ability to work within a diverse cultural environment
  • Demonstrated interpersonal/ teambuilding skills
  • Demonstrated the ability to train and mentor local HSE personnel
  • Fluent in English (reading, writing and speaking)
  • Working knowledge of Microsoft office Word, PowerPoint, Excel
  • Good problem-solving ability and a pragmatic flexible approach
  • Be able to work in remote location with minimum corporate support

INTERNAL & EXTERNAL INTERACTION
The position is expected to work closely with field operations (project, drilling, production) as well as support other functions like security, logistics, administration, CSR.

5 Weeks On / 4 Weeks Off
