MSELECT is looking to hire a Development Manager for a consultancy client in Erbil. Candidates must have a minimum of 5-8 years of relevant experience and be fluent in English, Kurdish and Arabic.


JOB OBJECTIVES
The Development Manager will be in charge of organizing and administering the Organization’s Development Fund and/or other initiatives and projects designated by the Director. The Development Manager is in charge of the entire funding process and the reporting of projects under the fund's defined objectives for the year, as well as any programs and projects assigned to him/her by the Director. The Development Manager reports to the Organization’s Director and works closely with the Programs, Administration, and Finance Directorates personnel.

KEY RESPONSIBILITIES
 
Management and direction of the Development Fund/or any other initiative:
  • Prepare to establish, define, and prioritize the subjects that the development department considers are vital to work on this year
  • Identify programs and projects to be approved annually by the department for implementation
  • Participate in the budget preparation process with other departments to determine the amount of budget required to fund programs and projects
  • Prepare and announce the items funded by the organization during the year
  • Announce the receipt of proposals on matters identified by the organization as its annual priorities
  • Contribute to the establishment and implementation of a transparent mechanism to control the organization's fundraising process
  • Work to form a joint organization and non-organization committee to select proposals
  • Participate in the selection of proposals according to the criteria set by the committee and the separation of successful proposals
  • Notify the winners and provide necessary information about the successful proposals and convey the committee's comments to the organizations in order to improve their proposals
  • Participate in the budget debate process of any approved proposal
  • Inform organizations of next steps and actions
  • Work with the Administration, Finance and other departments to expedite the project funding process and obtain documents, receipts or any other requirements requested by the organization
  • Analyze the standard measures of the Ministry of Finance and Economy of the Kurdistan Regional Government and share them with organizations
  • Receive written and financial reports in a timely manner and forward them to the Administration and Finance Directorate and then to the director
  • Prepare and present technical advice and guidance on the management and sustainability of partnerships
  • Participate in the recruitment process of new managers and officers for projects
  • Ensuring that all projects are monitored, reviewed and evaluated
  • Establish a standard form for collecting information on projects and ensure organizations review, write and receive monthly, seasonal and year-end reports
  • Manage the data collection process for reports
  • Ensure optimal use of resources in accordance with applicable organization and donor procedures
  • Ensure close collaboration with other organization staff and teams
  • Represent the organization at special program meetings and policy discussions related to gender equality
  • Performing any other duties as assigned by the director
 
QUALIFICATIONS
 
Work Experience:
  • A Master's degree holder must have at least 5 years of work experience in development organizations outside of government entities, and a bachelor's degree holder must have 9-7 years of experience
Educational Level:
  • Hold at least a Master’s or Bachelor’s degree in: Human Development, Gender, Public Policy (State), International Relations, Social Sciences or any other similar technical field
Language skills:
  • Fluent in English, Kurdish and Arabic (speaking and writing)
