MSELECT is looking to hire a Power Plant Manager for a power plant client in Erbil. Candidates must have a minimum of 15 years of total conventional thermal power generation operation and maintenance and at least 5 years of proven plant management experience. Fluency in English is a must.
 

Position Objective

The Plant Manager is responsible for structuring the organizational chart and management of the Power Plant, including management of overall Operations and Maintenance (O&M). The Plant Manager is accountable for recruiting the manpower and providing tools, equipment, and spare parts required for the safe and efficient operation of the Power Plant. The Plant Manager will provide leadership, management, and establish goals to attain employee safety, reliable plant operations, positive employee relations, financial performance, and compliance with all environmental and regulatory requirements. The Plant Manager will report to the operating party, and it's Managing Partners.

Duties and Responsibilities:

  • The Plant Manager has key accountabilities to Ensure that the entire plant is within corporate goals of safety, environmental and regulatory compliance
  • The Plant Manager to ensure safe and successful operation of power plant
  • Formulate and manage financial forecasting in accordance with budgetary and capital expense constraints
  • Direct O&M Manager(s) in the performance of plant outages, capital projects, and daily operations
  • Manage the plant’s Safety, Operations, Maintenance, Administrative, Training, Chemicals, Environmental, and QA/QC programs to assure the safe, efficient and compliant operation of the plant
  • Ensure the safety of all employees of the plant through the elimination of hazards and setting out mitigation plans to protect employees, contractors, and visitors
  • Provide leadership through workforce planning, succession planning, and training opportunities
  • Provide regular feedback to employees on their performance to allow them to capitalize on their strengths and focus on opportunities for improvement
  • Work under limited to no supervision
  • Independently prioritizes and executes responsibilities
  • Plan, forecast, and Liaise with the MoE (Ministry of Electricity) on the schedule for procurement and transportation of Fuel (ordering, transporting, offloading, pumping, quality control, storage, distribution), Limestone, Chemicals, Lubricants, Consumables, and spare parts, and develop a required Inventory lists and inventory verification Also sign all invoices for items supplied by Third Parties showing the items are meeting the requirements of the applicable purchase order as per procurement procedure
  • Taking decisions during emergency events and Forced Outages that protects people, environment, and facility from any damage based on experience, best endeavors, good industry practice, good utility practice, plant manufacturer recommendation
  • Preparing the list and forecast of Equipment, Consumables, Chemicals, Lubricants, and spare parts needed for the operation and maintenance of the powerplant
  • Responsible for Recruiting, appointing, training, deploying, Maintaining, dismissing, instructing, and management of the Staff necessary for the Operation and Maintenance of the Facilities in accordance with the Manpower Plan, initiating organization structure and developing staffing plan, highlighting key positions, skills needed for operation and maintenance of the plant and training and development requirements
  • Prepares daily and monthly reports of Power Plant operation, power usage, and costs
  • Overall accountability for the cost, schedule, safety, quality, risk management, engineering, and operation and maintenance of a Power Plant
  • Advise, amend and periodic review of plant operating procedures, policies, operation, and maintenance plan, and administrative procedures in a way that minimizes operation and maintenance costs and makes the facility safer and easier to operate
  • Drives optimization of plant operation and maintenance strategies to achieve lower-cost operation and/or increased efficiency and output
  • Prepare documents requested by the MoE in connection with the replacing, renewing, or obtaining of any required Permits or Consents

Knowledge, Skills and Abilities:

  • Maintain the highest standards of conduct and integrity in all dealings with or on behalf of the company at all levels of internal and external interfaces
  • Ability to lead, coach, and guide employees and understand the importance of positive employee relations
  • Ability to obtain and apply knowledge of competitive business practices in daily work activities and decision-making
  • Excellent writing, communication, and presentation skills, and the ability to promote business initiatives
  • Advanced technical skills, such as rotating-equipment vibration analysis, electrical troubleshooting, etc are desired
  • Ability to anticipate and accept changes in the organization and adapt to meet new requirements
  • Demonstrate advanced computer knowledge of Word, Excel, PowerPoint, and various other programs
  • Considerable knowledge of the operation and maintenance of high-pressure boilers, electrical generating equipment, and related mechanical equipment in steam and/or electric generating power plant relevant mechanical and electrical systems in thermal power plants, electrical and pneumatic controls, and automatic boiler controls knowledge of the occupational hazards and safety precautions applicable to the work,
  • Strong project management, problem-solving, time management, and Strong business and financial management skills

Education and Experience:

  • Minimum of a bachelor’s degree in the engineering field (mechanical preferred) or related technical discipline
  • Minimum of total 15 years’ experience in conventional thermal power generation operation and maintenance and at least 5 years of proven plant management experience
  • Previous supervisory experience (ie, Plant Manager, Assistant Plant Manager, O&M manager, O&M Supervisor) is preferred
