MSELECT is looking for a Head of Human Resources for an energy project with a major holding client in Erbil. Candidates must have at least 5 years of experience in the same role. Fluency in English and Kurdish is a must; Arabic is a plus.
 
JOB OBJECTIVE
The purpose of this position is to organize the following effective processes and monitor their fulfillment, management of qualified staffing, personnel administration, organizational planning and management of the labor efficiency and productivity, management of staff motivation and remuneration, including planning and control of labor costs, as well as management of social programs, management of staff skills and competencies, management of corporate culture in the company.
 
KEY RESPONSIBILITIES
  • Manage the staffing process, including job announcement, recruiting, interviewing, hiring and onboarding
  • Ensure job descriptions are up to date and compliant with local state regulations
  • Manage HR staff in preparation of employee’s contracts, contract renewals, promotions, contract amendment and contract termination
  • Create a compensation strategy for all employees based on market research and pay surveys; keeps the strategy up to date
  • Investigate employee issues and conflicts and brings them to resolution
  • Prepare and be custodian on Company organizational chart and shift planning
  • Identification of short-term and long-term need for staff and its source of fulfilment
  • Deep knowledge of KRG tax law, social security rules and regulation and Kurdistan and Iraqi labor law
  • Prepare final candidates’ dose for the process of security clearance
  • Supervise employees’ monthly tax and social security payments
  • Manage employees fit for work tests with medical provider and the medical doctor on site
  • Participation in business planning: planning of social payments, payroll and staffing requirements, social programs, recruiting costs, training and other personnel costs, analysis and controlling of labor costs
  • Responsible for sending pay slips to employees where all details related to their salaries and deductibles (tax, social security, allowances) are mentioned
  • Manage preparing detailed payroll list where all salaries, overtimes, reimbursable expenses, allowances and unpaid leaves are marked in details
  • Manage the HR team in preparation and audit of time sheets, overtime, tracking vacations balance and sick leaves
  • Prepare company HR policy, procedure and employees codes of conduct and other related policies
  • Organization of the internal and external recruitment process to provide the company with necessary staff and employees, professions and qualifications in accordance with the company’s goals and strategies, and in the changing external and internal conditions
  • Organization of recruitment process of highly qualified managers (headhunting)
  • Organization of an adaptation system of new employees (introduction, induction course, guidance of personnel, informing local normative documentation etc.)
  • Managing contracts with recruiting agencies for sourcing right profiles for the power plant
  • Management of changes in a company’s organizational structure in accordance with company’s goals, together with the plant manager
  • Formation and timely adjustment of a staff structure
  • Development, implementation and control over the relevance of the organizational documents and administrative instructions related to HR management (regulations on the business units, job descriptions and other local regulatory acts)
  • Calculation (identifying the needs) of the staffing requirements and qualitative set of workforces (including newly introduced facilities and functions), work measurement and job organization (including the formation, optimization and control of regimes and work schedules, shift and brigade methods of organization works, combination of professions, etc.)
  • Making salary surveys, analyzing the labor market, assessing staff expectations in the region
  • Administration of the KPI program. Development of KPI together with the plant manager
  • Review of KPI’s calculation and remuneration depending on their achievements together with the finance directorate
  • Organization of a training system and professional development of employees, a methodical and information support of training processes, participation in training programs (if applicable)
  • Development of a methodology and organization of an annual staff assessment process, a methodical and information support of the assessment processes participation in the formation and development of the company’s pool of talent
 
KEY REQUIREMENTS
 
Education:
  • Higher professional (human resources management of power plant or oil and gas industry
  • Certifications in human resource management, CIPD is a bonus
Knowledge/ Skills:
  • Work Experience: At least 5 years in the same position
  • Knowledge of the Labor Code (Law of 1987 No. 71) requirements, regulatory acts on the organization of labor activity in accordance with legislation of the Kurdistan Region and the Republic of Iraq
  • Knowledge of modern methods of analyzing the state of human resources
  • Understanding the specifics of human resources management for oil companies / related to the operation of hazardous production facilities is an advantage.
  • Development of the HR management system, organization and management of the HR management division and personnel records management, formation the Company’s staff and working with it
  • Creation of regulatory and local normative documentation
  • Building a system of training, integration, staff assessment
  • Having good communication skills, ability to resolve conflict situations
  • Language Skills: Effective written and oral communication skills of English Language. Kurdish and Arabic are plus
  • Computer Skills: Microsoft Office, Programs in the area of HR management.
