Mission
- Reports to the Site Manager
- Be fully aware of the EPC Contract, its milestones and deliverables
- Together with the EPC, develop a comprehensive testing and commissioning program in accordance with the established project schedule
- Oversee the day-to-day planning and execution of cold and hot commissioning activities, ensuring the safety and schedule
- Review and approve the test records, mechanical completion certificates and commissioning certificates
- Manage the internal resources to ensure the witness points on the critical activity
- Verification and certification of milestone payment requests
- Analyse the commissioning critical paths, floats and sequence, prepare and implement a recovery plan whenever necessary
Tasks
- Organizes the integrated site team to supervise the EPC Contractor's commissioning progress until COD (i.e. checking and implementing commissioning procedures, inspection, witnessing, clearing punch list items, issuing commissioning certificates, turnover packages readiness, etc)
- Provides input into the weekly site meetings, progress and/or discipline technical meetings with the EPC Contractor
- Monitors and checks the EPC Contractors' work across each discipline to ensure the timely delivery of the works
- Confirms and provides the PD with the inputs for the monthly progress reports, and relevant information to check EPC Contractor invoices
Key Objectives/Accountabilities
- Overall responsibilities of resource management, implementation of safety measures for testing and commissioning activities
- Close coordination with internal and external construction and quality managers for smooth transfer of packages, systems or sub-systems
- Together with the EPC, organize and conduct training or activity briefing meetings with the representatives of grid operators or other nodal agencies associated
- Develop and monitor site-based specific training programs before and after commissioning activities
Requirements
- Bachelor’s degree in electrical engineering or similar
- Minimum of 10 years of experience in the construction and commissioning of utility-scale PV IPP
- Project Management Professional (PMP) or equivalent certification is preferred
- EPC/Developer background and experience
- Experience with projects valued at over $100 million
- A minimum of 3 projects commissioned
- Experience in testing and commissioning of PV arrays, PV trackers, String Inverters, MV Transformer stations, 33kV and 132 kV Substation components
- Knowledgeable of Grid Code, Safety procedures notification, Grid Compliance Test and PV Plant performance tests
- Knowledgeable of international standards and 'best practices' for testing and commissioning of various elements of the PV Power Plant
- Knowledgeable of environmental legislation/regulations and good industry practice related to construction works
- Proficient in MS Word, MS Excel, MS PowerPoint or similar
- Development of Plant Manuals, switching procedures and programs, safety procedures and O&M Manuals
