Mission
- Reports to the Commissioning Manager
- Be fully aware of the EPC Contract, its milestones and deliverables
- Oversee the planning and execution of testing and commissioning of the PV and SS SCADA system
- Fully implement the signal list as per the technical specifications
- Review and approve the test records, mechanical completion certificates and commissioning certificates
- Together with internal resources, attend inspections and ensure surveillance
- Analyse the commissioning critical paths, floats and sequence, prepare and support the commissioning manager for a recovery plan whenever necessary
Tasks
- Attend work inspection requests and generate the punch points for both cold and hot commissioning activities
- Supervise the EPC Contractor's commissioning progress until COD (i.e. checking and implementing commissioning procedures, inspection, witnessing, clearing punch list items, issuing commissioning certificates, turnover packages readiness, etc)
- Schedule and execute the step energization process
- Provides input into the weekly site meetings, progress and/or discipline technical meetings with the EPC Contractor
- Monitors and checks the EPC Contractors' work across each discipline to ensure the timely delivery of the works
- Confirms and provides the PD with the inputs for the monthly progress reports, and relevant information to check EPC Contractor invoices
Key Objectives/Accountabilities
- Responsible for the implementation of safety measures for testing and commissioning activities
- Close coordination with internal and external resources for smooth transfer of packages, systems or sub-systems
- Ensure close coordination with the solution providers of PV and SS SCADA
- Be a gatekeeper for the I&C transfer packages
- Monitor site-based specific training programs before and after commissioning activities
Requirements
- Bachelor’s degree in electrical, Instrumentation, electronics engineering or similar
- Minimum of 5 years of experience in the construction and commissioning of PV and Substation SCADA systems
- Project Management Professional (PMP) or equivalent certification is preferred
- EPC/Developer background and experience
- A minimum of 3 projects commissioned
- Experience in installation, testing and commissioning of fiber optic, RS 485, Ethernet networks and server racks, metering panels, protection panels, etc
- Knowledgeable of communication protocols such as Modbus, Bacnet, IEC 60870, IEC 61850 and DNP3
- Knowledgeable of Substation Protection Scheme, SAS, SCMS, TMS, FMS and associated erection and testing activities
- Knowledgeable of international standards and 'best practices' for testing and commissioning of various elements of the PV Power Plant
- Knowledgeable of environmental legislation/regulations and good industry practice related to construction works
- Proficient in MS Word, MS Excel, MS PowerPoint or similar
