MSELECT is hiring an Operations Section Head for an international oil and gas operator based in Basrah. Candidate must have a minimum of 15 years of relevant experience and be fluent in English.
 
JOB OBJECTIVE
Operations Section Head will oversee the planning and execution of Operational activities throughout the early production stage. In parallel, build the operations and maintenance capability in Asset Team through the Project Stage Gates and being in a position to accept Field facilities as Operator once commissioned in 2024. Thereafter, safely manage and operate the field during the Operate Stage.
 
KEY ACCOUNTABILITIES
 
Planning and Performance Management:
  • Managing EWTU service provider in all technical aspects of production activities to assure against production forecasts and asset downtime
  • Ensuring that the planning and budgeting operational activities and the timelines to carry such activities are in line with targets
  • Preparing the funding requirements and identifying the funds phasing
  • Coordinating with the Subsurface team and establishing the Production Schedule
  • Responsible for managing the Procurement activities, preparation of AFEs (approved for expenditure) and obtaining approvals for all activities as per agreed plan and in accordance with company procedures and contractual agreements
  • Preparation and regular reporting of all operations activities
  • Preparing scopes of work, contract strategies, purchase request, technical bid evaluations and liaising with any 3rd party specialist and sub-contractors
  • Developing new strategies to increase production with safe and cost-efficient methods
  • Developing and monitoring operational expenses
  • Performing audits as required i.e. process safety, Permit to Work compliance etc.
Operational Excellence:
  • Drive production Key Performance Indicators and improvement plans and campaigns
  • Champion Production Optimisation
  • Champion fit for purpose technology applications and innovation
  • Prepare challenging deferment targets and drive the organisation to deliver against these
  • Proactively influence new builds, plant revisions and commissioning of same. Work as a bridge builder between production departments and the project department
  • Ensuring production targets are achieved
  • Taking corrective actions to rectify variances
Staff Development:
  • Ensuring the training program of trainees meets all the requirements in terms of content and timeline
  • Responsible for mentoring and coaching of young engineers and trainees
  • Responsible to build a structured, competency-based career development plan for operations organisation personnel
  • Make sure that competence level within the leading production staff is acceptable and be a driver for continues improvement of skills
HSSE:
  • Responsible for ensuring and contractors full compliance with HSSE standards
  • Visible and demonstrable HSE Leadership
  • Follow-up and pursue correction to all serious production related HSE (Process Safety) challenges and incidents
External Representation:
  • Responsible for Operations presentations where required
  • Responsible for liaising with BOC for the external aspects of operational issues such as environmental
  • Responsible for liaising with peers and counterparts in partner companies
Key Performance Indicators/Areas:
  • Actual vs. Budget estimates within 15% variation
  • Timely execution of yearly plans
  • Meeting agreed production targets
  • Managing Planned Shutdowns to Meet Annual Downtime Forecast
 
COMMUNICATIONS & WORKING RELATIONSHIPS
  • Internal: Asset, HSSE, Finance, Commercial, HR, PSCM, Subsurface, Drilling, Well services
  • External: Third Party Contractors, License Partners, BOC
  • Reports to: Operations and Maintenance Manager
 
DECISION MAKING AUTHORITY
  • As per approved delegation of authority.
 
QUALIFICATIONS, EXPERIENCE & SKILLS
 
Minimum Qualifications:
  • Engineering degree, preferably Petroleum, Mechanical, Chemical
Minimum Experience:
  • 15 years industry experience at least 5 of which should be in a superintendent role
  • International experience
Job-Specific Skills:
  • Thorough understanding of operation & maintenance management systems
  • Deep understanding of asset integrity and process safety leadership
  • Good knowledge of oil and gas production facilities
  • In depth knowledge on best oil and gas field procedures and practices
  • Operational planning and budgeting
  • Good understanding of risk management and contingency planning
  • Fluent in English language (reading & writing)
