Key Responsibilities
- Evaluates technical offers of stock items, coordinates as necessary with the equipment owner, and confirms technical suitability and ensures compliance of purchasing specification with original equipment specification, codes, and standards
- Plan and prioritize all technical evaluations for the assigned discipline and engineering group
- Responsible for the tracking of technical evaluations allocated within the discipline and ensuring they are completed in a timely manner
- Ensures that the item master/catalogue is updated according to the agreed description, specifications, and materials attributes
- Recommend and implement technical improvements or enhancements as identified in the evaluation process, resulting in the Standardization of technical specifications of similar materials to optimize similar materials being stocked and identify items that can be made generic
- Resolves procurement problems regarding materials specifications, supply, and delivery issues with senior discipline engineers, including the process of Technical Evaluation of offers for materials supply that involve change, substitution or alternate recommendations
- Coordinate with the procurement team to identify technical improvements, re-engineering prospects, facilities enhancements, and alternatives to obsolete materials as recommended by vendors and collaborate with end users for implementation
- Carry out pre- and post-order clarifications and technical issues in which the supplier/manufacturer requests waivers against purchase order specifications
- Review and resolve purchasing issues of stock materials against CNR's (Complaint Notification Report) arising due to "Not to Spec" through physical/document verification or supplier justification, ensure determination of root cause for non-conforming material delivery, implement corrective and preventative actions, and follow up
Requirements
- Bachelor’s degree in mechanical or electrical engineering
- 10 years’ experience in a supply chain environment or plant maintenance required, preferably in Oil and Gas/Allied Process Industry, with 6 years in a supervisory capacity
- Computer literate with working-level knowledge of appropriate ERP Material Master Applications, preferably SAP- PM & MM Modules and MS Office tools
- Experience in Oil & Gas, Petroleum, Petrochemical and Engineering industry
- Shall have good practical skills and hands-on experience in Design, engineering, construction, commissioning, Operation, and maintenance fields
- Specialist technical knowledge of International Engineering Standards and Material Specifications, with Exposure in developing equipment material requisition and description using cataloguing techniques and structures, to standardization and variety reduction
- Well-versed and Thorough knowledge in relevant international standards, API, ASME, ISA, NEMA, IEEE, IEC, NFPA, BASEEFA, ATEX, ANSI, ASTM, TEMA, BS and related codes & statutory regulations
- Proficient in technical bid analysis, evaluation concepts and related project management techniques, and all-around expertise in the respective discipline
- Proficient in analyzing Technical Specifications, Drawings and documentation submitted by suppliers/manufacturers at the bid stage for final acceptance for Equipment assemblies, Piping components, and Manual Valves as per the required specifications detailed in purchase requisitions
- Broad knowledge in Data management, Working Level Understanding of Spare Parts Interchangeability Records (SPIR), material specifications, codes & standards, and statutory regulations
- Leadership and motivation skills with the ability to proactively resolve problems
