mselect is looking to hire a QA/QC Engineer (Civil) for a national oil and gas operator in Doha, Qatar. Candidates must have a minimum of 15 years’ experience in the construction of major greenfield or brownfield process Plants in the Oil & Gas industry, including extensive experience in large-scale solar (Photovoltaic) projects. Fluency in English is a must.

Key Responsibilities
  • Support Contractor to identify and submit the QA/QC documents (ITPs, QCPs, MARs) in line with the Construction program, and their timely review and approval
  • Assist the functional supervisor in the review/approval of relevant QMS, Engineering, & Procurement documents, implementation of Quality Programs, and resolution of discipline matters escalated to the Project Management
  • Ensure Implementation of Project QA/QC requirements at the project site and suppliers/sub-contractors’ works, complying with the project specification and other technical requirements
  • Organize Pre-Activity Review meetings, attend Quality Walk-through, and QA/QC Weekly meetings
  • Undertake surveillance and inspection of on-site and off-site Civil and Structural activities, identify potential or actual non-conformances and direct the contractor in taking necessary corrective and preventive actions
  • Initiate or ensure initiation of NCRs for the recurrent surveillance observations and non-Conformalities, and coordinate/follow-up for RCA/Correction/Corrective/Preventive action proposals and timely close out
  • Monitor the progressive compilation of Material Test Certificates and Construction Dossier/Records and their traceability
  • Monitor and verify the implementation of the Preservation Management System
  • Ensure the Contractors maintain, update, and publish the IMTE Registers on a regular basis, and calibration records are maintained
  • Ensure appropriate Systems/Processes/Procedures are established by Contractor to maintain the Inspection and Test status of various Civil works, perform and report statistical analysis of the results (Fill material, Earth Works, Concrete, Grouts, etc)
  • Monitor the KPIs and special processes performance relevant to the discipline/function
  • Participate in Project QHSE audits and Pre-Qualification Audits of Vendors/Suppliers/Sub-Contractors
  • Conduct ITP/QCP/MS/Process/Activity level compliance audits/Checks
  • Monitor Contactor/Sub-Contractor/Third-party inspectors & Engineers and Subordinates, performance, provide necessary support/guidance and reports to the functional supervisor
  • Implement and enforce the elements of the Quality Management System requirements applicable to your function
  • Exposed to Construction Site and Prevailing Climatic Conditions at least 50% of the time
  • Ensure one's own safety and the safety of others who may be affected by the client’s business, whether the activity is under direct control or not

Requirements
  • Bachelor’s degree in civil engineering (or Equivalent) from a recognized university
  • IRCA Certified QMS Lead Auditor
  • Membership/Certifications from internationally recognized institutions (ASQ-CMQ&OE, MCQI-CQP, ICE, ASCE or similar) are desirable
  • 15 years’ experience in the construction of major greenfield or brownfield process Plants in the Oil & Gas industry, including extensive experience in large-scale solar (Photovoltaic) projects
  • Worked with major EPIC Contractors/End User in a similar position in major projects with overall responsibility for the Quality of Civil and Structural discipline construction activities
  • Sound working knowledge of QA/QC aspects, various testing requirements, Acceptance criteria and managing the Civil and Structural discipline QA/QC function in major Oil and Gas Projects
  • Good knowledge in understanding and application of international Codes, Standards and regulations relevant to the job function (e.g. QCS, ACI, AISC, BS/EN/ISO/ASTM standards, Shell DEP, etc)
  • Ability to work well and effectively communicate with contractor/Third Party/End user personnel and colleagues at all levels in a multidisciplinary and multicultural environment
  • Hands on experience in preparation, Review and approval of Quality Plans/ITPs/QCPs/MARs and undertaking Inspection/testing activities related to Survey, Earth/Concrete/Grouting Works, Major Structural/Equipment/Tank foundations, Structural and Concrete pipe racks, Buildings and Architectural Works, Pavements and Road Works, Material related to works, Civil Labs/Batching Plant/Concrete mix design/pre-cast yards qualification and control
  • Experienced in managing the team of discipline inspectors, coordinating respective inspection & testing activities, establishing, and monitoring KPI in respective disciplines
  • Experienced in development or implementation of Quality Surveillance Program, Completion Management System and associated Inspection & Test Records (ITRs), Technical Integrity Verification (TIV), Flawless Project Delivery (FPD), Project Quality Health Check (PQHC) Program
  • Experienced in implementing and conducting Pre-Qualification/QMS/Quality and technical compliance checks and audits, Quality Walk-through of EPIC organizations and project activities
  • Requires good knowledge of project features & Specialties with the ability to resolve highly complex QA/QC (Civil/Structural) related issues and disputes arising from incorrect and disparate interpretations of Project technical requirements and Scope of work, by various parties involved in the project, including external authorities
