Key Responsibilities
- Supervise the EPIC Contractors during the execution of construction activities at the construction site
- Participate in reviewing detailed design drawings, method statements, material requisitions, etc
- Coordinate the mobilization and demobilization of contractors on site
- Supervise and approve construction activities and co-ordinate various aspects of project construction, including inspections, material submissions and working drawings from contractors, and processing documentation as required
- Carry out daily checks on the contractor’s staff and work carried out during the previous day to ensure compliance with prescribed contractual specifications
- Handle all aspects of Electrical/Instrument Construction activities, including site investigations, site surveys, etc
- Supervise and manage the installation of Earthing and Lightning Protection works
- Supervise the installation of Lighting and Small Power works
- Manage and supervise cable tray installation and Fire Alarm System cable laying and termination works
- Coordination of finalizing Cable entries, cable routes, cable diversions, etc
- Manage and supervise cable tray installation and Instrument Control & Power Cable laying and termination works
- Supervise Fiber Optic cable installation and splicing works
- Supervise installation of Fire Alarm Control Panels, Repeater Panels and Mimic Panels
- Supervise the installation of Control junction boxes and Panels
- Good knowledge of reading and understanding Equipment Layout drawings
- Overall coordination with Mechanical works, HVAC works, Fire alarm & Loss prevention system works, Building Services works, etc
- Cable termination and Loop checking
- Coordinate pre-commissioning activities and assist during the commissioning of facilities
- Initiate Mechanical Completion Certificates (MCC), Hand Over Certificate (HOC), Acceptance Certificate (AC), and facilitate the issuance of Project Completion & Discharge Certificates
- Witness SAT pre-commissioning activities for equipment
- Maintain a daily record of progress (daily diary), noting special comments
- Reports to the supervisor work anomalies or contractual deviations committed by contractor personnel and recommends corrective actions
- Sign work permits on behalf of the client and ensure that the contractor complies with work permits
- Participate in the development of as-built drawings/documentation
- Prepare a Punch list for finished work before handing over to the client by the contractor, paying special attention to all EHV equipment, including Quality checks
- Works closely with other Construction Supervisors (Mech/Elec)
- Report to Senior Construction Supervisor on main issues, events at site, progress reporting, trends and recommendations for improvement
- Accountable for supervising the contractor’s work that is in progress, inspecting work, reporting problems and preventing accidents occurring because of negligence, by enforcing safety standards on the work site
- Liaise and report with the QC Inspector on quality-related matters
- Liaise with the HSE Supervisor on safety-related matters
- Inspect construction works and materials in accordance with project quality plans and inspection & test plans (ITPs)
- Coordinate with the concerned and end-user parties to resolve site issues and refer technical queries to the senior construction supervisor and project engineer
- Review contractors’ construction plans and schedules, including method statements and JSAs
Requirements
- Candidate must possess a degree from a recognized University or a Diploma in Instrumentation or Electrical/Electronic Engineering with extensive construction-related experience
- Good skills in construction management, effective communication, and conflict resolution
- Relevant courses in HSE, QAQC and construction
- Candidate should have a minimum of 15 years overall E&I experience in Construction installation pre–commissioning & commissioning oil and gas industries, including large-scale solar projects or similar nature projects
- Extensive experience in large-scale solar (Photovoltaic) Projects
- Must have good verbal and written communication skills to interface and communicate with internal and external departments, agencies, contractors and vendors
- The construction supervisor should have a strong technical background in Instrumentation & Control systems, including knowledge of sensors, transmitters, controllers, PLCs (Programmable Logic Controllers) & SCADA (Supervisory Control and Data Acquisition)
- This includes understanding safety standards, hazardous area classifications, and compliance with relevant codes and regulations
- Experience in construction project management is important for overseeing the installation, testing, and commissioning of Instrumentation & Control systems within the project timeline
- Should have the ability to interpret engineering drawings, P&IDs (Piping and Instrumentation Diagrams), and control system layouts to ensure accurate implementation of the designed systems
- Experienced in the implementation of construction industry best practices, systems, processes, and standards
- pre-commissioning and commissioning of oil and gas, including experience at a supervisory level, with relevant experience
- Ability to interpret method statements, construction schedules and drawings
- Good skills in construction management, effective communication, and conflict resolution
- Able to resolve problems at the site technically & contractually
- Having exposure to multinational contractors
