mselect is seeking a Compensation & Payroll coordinator for an esteemed international energy client based in Basrah, Iraq. Candidates must have a minimum of 5 years of relevant experience. Fluency in English and Arabic is a must.

MAIN ACCOUNTABILITIES
  • Responsible for full compliance of Compensation & Payroll provided to all categories of personnel with Iraqi laws, tax regulations, contractual obligations, and employment standards
  • Implement measures to protect sensitive payroll data, ensuring that employee information is handled securely and in accordance with data privacy regulations
  • Develop payroll continuity plans to ensure that employees are compensated accurately and on time, even during emergencies or disasters
Compensation Administration:
  • Administer the affiliate’s compensation strategy, including salary structures, bonus plans, incentive programs, and rewards and benefits for employees and contracted personnel
  • Ensures timely and accurate benefits enrolment, changes, and termination of subscriptions
  • Participate in salary surveys and benchmarking studies to ensure the company remains competitive in the job market
  • Utilize HR data and analytics to identify trends and patterns related to compensation. Make data-driven recommendations for improvements and adjustments
  • Provide support in MSI (Individual Compensation Review) campaign for Iraqi personnel
Payroll Administration:
  • Coordinate and ensure end-to-end payroll processing, guaranteeing accurate and timely payment of salaries, bonuses, and other compensation components
  • Review and validate timekeeping records to ensure accurate calculation of hours worked and adherence to company policies
  • Handle payroll deductions, tax withholding, and statutory deductions accurately and in accordance with relevant laws
  • Responsible for compliance to regulatory requirements related to social security registration, reporting, and payments, including, but not limited to:
  • prepare the necessary documentation for social security registration of the organization and employees, and assist in submission
  • assist with formalization of the exemption of expatriate personnel from social security contributions
  • prepare and submit social security declarations, coordinate with Accounting for timely and accurate SS contribution payments, ensure acknowledgment of reporting and payments
  • Responsible for compliance to regulatory requirements related to employment tax reporting and payments, including, but not limited to:
  • prepare and submit tax reporting, coordinate with Accounting for timely and accurate tax payments, ensure acknowledgment of reporting and payments
  • Estimate the cash calls amount for payroll disbursement and related social contributions and taxes payment
  • Coordinate with Accounting for timely and accurate payment
  • Ensure compliance with labor laws, tax regulations, and reporting requirements related to compensation and payroll
  • Liaise with payroll service provider (if any), ensuring smooth, timely and accurate operations related to payroll, taxes and social security, including, but not limited to payroll processing, statutory and internal reporting, payroll disbursement, contributions and tax payments etc.
  • Conduct regular audits of payroll data, and reconcile payroll discrepancies to ensure data accuracy
  • Continuously evaluate payroll processes and recommend improvements to enhance efficiency and accuracy
Payroll tools:
  • Design, test and implement the payroll process within the deployment of HRIS tool
  • Develop related scope of requirements for the HRIS, and formalize the payroll process in the internal (policies and procedures) and external (contracts with service providers) documents
  • Maintain and update employee compensation data, payroll records, and benefit enrolments in the HRIS system
Reporting and audits:
  • Provide regular meaningful reporting to support managerial decisions, including but not limited to overall personnel cost, alert management on overages, propose cost-effective solutions
  • Provide regulatory reporting related to Compensation & Payroll, including social security and income taxes
  • Participate in the internal and external audits
Other:
  • Respond promptly to all employee inquiries regarding payroll, tax, and benefits-related matters with a high level of professionalism and confidentiality
  • Act as focal point for all employees and contracted personnel, their managers, and manpower supply agencies for the questions related to compensation, benefits, rates payable for the contracted personnel services
  • Ensure highest quality of services provided by payroll / benefits providers, keeping track of quality KPIs and effectively addressing any issues
  • Verify accuracy of invoicing and coordinate with Accounting for timely payment of providers’ services
  • Participates in different HR Campaigns and Projects
  • Proactively contribute to optimization of internal practices and reporting, automation of the processes
  • Accountable for the strategic design, implementation, and management of comprehensive and competitive compensation and benefits programs that adhere to legal and regulatory requirements, align with the organization's goals, attract, and retain top talent, and promote employee well-being and satisfaction

QUALIFICATIONS
  • Bachelor's degree in Business Administration, Finance, Human Resources, or a related field. Additional certifications in compensation and/or payroll (e.g., Certified Compensation Professional - CCP, Certified Payroll Professional - CPP) are advantageous
  • Proven 7+ years experience in compensation and payroll, preferably in a large organization within the energy sector or a related industry
  • In-depth knowledge of compensation principles, payroll processes, and relevant labor laws and regulations. Proficiency in HRIS and payroll systems, with a strong attention to detail in data management
  • Excellent numerical and analytical skills to handle complex compensation calculations and payroll reconciliations. Ability to maintain confidentiality and handle sensitive employee information with discretion
  • Strong problem-solving and communication skills to address compensation and payroll-related inquiries. Knowledge of benefits administration and retirement plans is a plus
  • Fluent English (written and oral), Arabic
  • Highly organized with the capability to meet tight payroll deadlines. Discreet, responsible and having a sense of duty, team playing profile. Cross-cultural thinking
