mselect is seeking a Community Liaison Officer for an esteemed international energy client based in Basrah, Iraq. Candidates must have a minimum 5 years of experience in community and public relations. Fluency in English and Arabic is a must.


MAIN ACCOUNTABILITIES

Community Relations Specialist:
  • Implemented the Community Relation plan for the SEP in the development area.
  • Maintained an updated list of local stakeholders, focusing on local communities, Project Affected People (PAP), and local influencers.
  • Contributed to Stakeholder Engagement (SE) mapping exercises.
  • Collaborated with operational and project teams to ensure minimal disruption and maintained good relations with communities.
  • Liaised with contractors on day-to-day issues arising from construction activities.
  • Supported and measured the quality and effectiveness of engagement programs.
  • Built intelligence about stakeholders, gauging support for projects, and identifying weak signals.
  • Coordinated with the Grievance Coordinator on specific grievances, issues, and follow-up needs.
  • Engaged with stakeholders, capturing their expectations and concerns regarding company and contractor activities.
  • Organized local community engagements, including consultation, negotiation, and disclosure meetings.
  • Ensured effective consultation with different tribes and attention to vulnerable community members.
  • Maintained communication with Indigenous communities, specifically Bedouins.
  • Managed long-term relationships with communities and informed stakeholders about ongoing and future activities.
  • Supported the Land Access team in field activities to acquire land and implement livelihood restoration plans.
  • Monitored community attitudes toward projects and reported relevant information.
  • Entered stakeholder concerns, questions, and expectations into the Stakeholder Management Software (Borealis).
  • Recorded and transmitted community grievances, ensuring proper follow-up.
  • Identified unanticipated impacts and proposed mitigation measures.
  • Supported initiatives benefiting local communities.
  • Provided monthly analysis on key themes, recurring issues, and stakeholder attitudes.
  • Ensured commitments during engagements were recorded and tracked.
  • Reported potential risks to activities, infrastructure, or reputation.
  • Contributed to monthly grievance reporting and conducted safety/sustainability moments based on field experience.

Key Qualifications
  • Bachelor’s degree in Community Development, Communication, Anthropology and Sociology.
  • Minimum 5 years’ experience in community relation and public relation
  • Excellent communication skills with a proven ability to develop and maintain good relations with a wide range of stakeholders. Proven ability to work independently and meet deadlines
  • Empathetic towards sensitive cultural, personal and community issues
  • Demonstrated ability to work under pressure.
  • Understanding of the economic, political, and social dynamics in operation
  • Good reporting skills
  • High integrity, capacity to listen, to dialogue essential, superior negotiation, conflict management and communications skills
