mselect is hiring an Assistant GPP Project Manager for an international oil and gas operator in Basrah. Candidates must have a minimum 12 years of relevant experience and be fluent in English.
 
JOB OBJECTIVE
  • Assistant GPP Project Manager shall be responsible, under direction of the GPP Project Manager, for supervise HSE, Risk, Quality, Design, Procurement, Planning, Construction, Pre-commissioning, Commissioning, start-up and hand over, Contract administration, Document controlling, technical/ coordinating interface works of overall project’s activities of CPF area
  • Assist in managing the project team successfully and collaboratively
  • Manage project files and flow of information for assigned project
  • Participate in developing and maintaining project schedules in managing subcontracts
  • Assist with field quality control, subcontractor coordination, photo documentation, takeover activities, and project closeout
  • Assist GPP Project Manager with project financials and cost procedures
  • Perform site safety walks, promoting and enforcing safe work practices
  • Use project management and scheduling software consistently and accurately
  • Attend all projects events including meetings, trainings, workshops
  • Taken responsibility for the detailed set up and day to day management of the construction site organization
  • To prepare concern, management report for improve management of GPP Project
  • Coordinating among surface Facility teams, in the company, with PMC and contactors
  • Other related duties as assigned or needed
 
KEY ACCOUNTABILITIES
 
Project Management:
  • Assist to manage Scope, Organization, Quality, Cost and Time for the GPP Project
  • Manage Plan, Schedule, and Control the GPP Project
  • Review of resources planning and requirements of EPC Contractors in the area of responsibility
  • Interaction with Engineering Team for all project deliverables
  • Vetting of design changes
  • Cost, Schedule and Progress
  • Periodic review/comparison of progress and budget schedules and forecast in the area of responsibility
  • Recommendations on recovery schedule in case of delay in the area of responsibility
  • Evaluation of design changes and related impact to budget and schedule
  • Conducting regular site safety checks
  • Ensure safe working practices in delivery of project are complied with
  • Supports delivery of health and safety policy and standards
  • Participate in constructability studies and other design studies
  • Monitor Invoicing and payments of EPC Contractors
  • Assist in maintaining strict control of QA/QC procedures
  • Ensure compliance with project requirements, drawings, specification etc
  • Ensures that all materials and systems are tested in compliance with approved specification and ITP's
  • Manage supervision and monitoring of performance of EPC Contractors and to deliver to established project objectives in the area of responsibility
  • Follow up the delivery of temporary and permanent project material (Company free issued material but also EPC supplied material) in the area of responsibility
  • Coordinate and align activities of Construction management team with other Company Departments on Site in the area of responsibility
  • Ensure the effective transfer of project data and information between PMT/PMC and EPC Contractors
  • Assist in achieving successful pre-commissioning, commissioning, start up and hand over of the project
Health, Security, Safety and Environment:
  • Ensure compliance with all relevant HSSE management policies, procedures and controls within own area, monitoring, reviewing and evaluating on a continuous basis, and a responsible environmental attitude
  • Leading by example and develop a strong safety-first culture within the own and (sub)contractor workforce. Strong focus on personal safety
  • To Ensures that EPCC contractor following the company HSSE policies and procedures
  • To prepare concerned report for improvement of HSSE management of GPP Project
  • To Ensure the GPP Project HSSE plans are implemented, such as meeting, inspection, Audits, Trainings and incident investigation are documented, necessary correction and rectification measures are taken
  • Conduct leader site Visit, self-verification visit, PTW campaign as per Company policies
People & Contractor Management:
  • Participate in establishing the GPP Project organization, define roles and responsibilities and manage the activities and work performed by direct reports
  • Manage the activities and work performed by Contractors. Build good relationships with key stakeholders
  • Recommend training and development for team members to build their capabilities
  • Contribute to knowledge dissemination/sharing in a way that assists with building internal capabilities
  • Develop overview of contractor’s strengths and weaknesses and intervene as and when required exercising contractual rights
Prepare, Monitoring & Control Budgets and Plans:
  • Monitor VOWD, budget projection and forecast reports and financial performance versus the budgets
  • Plan and monitor project cost through reporting, analysis and identifying variances from the plans
  • Communicate critical issues to the project manager in a timely manner with proposed solutions
  • Inform project team of reaching important project milestones
  • Oversee the engineering contractors on an ongoing basis
Contractor Selection:
  • Assist in review and approval of the subcontractors /Vendors list with the Procurement Supply Chain Management (PSCM)
  • Assist in performing due diligence for selected subcontractors /Vendors prior to award
  • Assist in conducting technical and financial analysis of the proposals submitted by the subcontractors /Vendors along with the relevant departments or consultancies
  • Lead contractor onboarding sessions and manage contract start-up
Policies, Systems, Processes and Procedures:
  • Contribute to the development and implementation of the Project Management policies, systems, process and procedures, identifying potential areas of improvement
  • Ensure compliance with corporate requirements on adherence to policies, procedures and instructions within own area related to all relevant regulatory directives to promote a safe and risk-free environment

QUALIFICATIONS, EXPERIENCE & SKILLS
 
Minimum Qualifications:
  • Degree in Engineering (MSc preferred)
  • Professional certification in Project Management or proven experience
Minimum Experience:
  • 12 years of post-qualification experience with experience in the oil and gas industry
  • Work experience in the MENA Region, preferably in Iraq
  • Demonstrated Project Management roles of at least two USD 50 million plus capital projects
Knowledge, Skills & Attributes:
