mselect is looking to hire a Lenders Environmental and Social Compliance Lead for an international energy client in Basrah, Iraq. Candidates must have a minimum of 5 years of experience as an E&S Consultant, interacting with project sponsors and lenders, or in a similar role. Fluency in English is a must, and Arabic is a plus.

Job Summary
The Project Lender E&S Compliance Leader reports to the Project SPV HSE Director, with functional reporting of the social aspect to the Sustainability Manager. The role is responsible for overseeing and continuously improving environmental and social compliance throughout the project’s development and construction phases, ensuring alignment with company standards and applicable international lender requirements.

Key Responsibilities

1. Lender E&S compliance management for SPV:
  • Adopt and deploy projects, the company’s E&S standards, ambitions, and commitments
  • Active support to the project to ensure compliance with applicable regulations and standards throughout its lifetime (local regulations, lenders’ requirements – IFC, Company standards and commitments towards E&S)
  • Define, where applicable and follow up on the status of the project’s E&S studies and plans, associated planning and budgets
  • Raise, report and resolve any E&S incident
  • Report progress of E&S activities to the SPV HSE Management and support in reporting to the company head office
  • Participate and be the SPV representative during meetings with key external stakeholders/communities and during site visits (with authorities/consultants/lenders/contractors)
  • Prepares, manages, and updates the project’s environmental and social management system and associated plans (including the stakeholder engagement plan, grievance mechanism, and biodiversity management Plan) in close coordination with the affiliate team
2. Transverse coordination, related to lenders:
  • Ensures close coordination with the affiliate’s environmental and social (E&S) team to maintain alignment and effective collaboration.
  • Ensure close coordination with the E&S team
  • Participate in various HSE and E&S coordination meetings where required
  • Gather and consolidate the Project E&S reporting database (including substantial KPIs) and ensure timely reporting as per project and other applicable requirements
  • Participate in various environmental risk evaluations for audits or technical reviews for internal approval processes, if requested
3. Supervise lenders' E&S Due Diligence process:
  • Be the E&S focal point for the lenders and the technical advisor consultant through the ESDD/ESAP process
  • Ensure E&S studies quality control and validate deliverables
  • Request timely support from the E&S experts of the company headquarters for the revision and validation of the scope of work and studies deliverables
  • Experience and familiarity with the expectations of lenders related to E&S topics and financing agreements
  • Monthly IFC compliance reporting
  • Quarterly Lender IESC site visit coordination and follow-up
  • Bi-annual monitoring reports for lenders and follow-up on actions
4. Ensure implementation of E&S requirements by contractors:
  • Review and approve EPC construction E&S management plans (CESMP) before EPC contract signature and commencement date (for both OHTL and PV)
  • Monitor and control the good implementation of EPC CESMP
  • Ensure good coordination between EPC, CESMP, and SPV ESMS
  • Participate in HSE meetings with contractors’ environment manager and CLRs, and ensure E&S topics are raised and taken care of

Key Accountabilities
Ensure the project is compliant with applicable regulations and standards throughout its lifetime (local regulations, lenders’ requirements – IFC, company standards and commitments towards E&S).

Requirements
  • Degree or Diploma in Environmental or Social Engineering or similar
  • Advanced-level English (both written and spoken); Arabic is a plus
  • Minimum of 5 years as an E&S Consultant for Project Sponsors and Lenders interactions and/or similar
  • Experience in IFC PS, EBRD compliance follow-up
  • Experience in ESIA processing of renewable projects
  • Experience in ESDD reporting and Lender’s requirements follow-up
  • Experience in construction, environmental, and social management
  • Experience in local stakeholder management
  • High level of knowledge and understanding of the International E&S requirements
  • Proven knowledge of IFC PS requirements
  • Good technical writing
  • Demonstrate Good skills in transverse management
  • Ability to understand procedures and instructions specific to HSE topics
  • Demonstrate organization and agility
  • Demonstrate knowledge and experience in developing, implementing, and continuously improving health & safety, and environment management systems requirements
  • Competence in MS Office software applications is necessary
