Key Responsibilities
- Support the contractor to identify and submit the QA/QC documents (ITPs, QCPs, Test Procedures, MARs, etc) in line with the construction programme for their timely review and approval
- Assist the functional supervisor in the review/approval of relevant QMS, Engineering, & Procurement documents, implementation of quality programmes, and resolution of discipline matters escalated to the project management
- Ensure Implementation of Project QA/QC requirements at the project site and suppliers’/subcontractors’ works, complying with the project specification and other technical requirements
- Organize Pre-Activity Review meetings, quality walks, and attend QA/QC Weekly meetings
- Undertake surveillance and inspection of on-site and off-site inspection and testing activities, identify potential or actual non-conformances, and direct the contractor in taking necessary corrective and preventive actions
- Initiate or ensure initiation of NCRs for the recurrent surveillance observations and Nonconformities, and coordinate/follow up for RCA/Correction/Corrective/Preventive action proposals and timely close out
- Monitor the progressive compilation of Material Test Certificates and Construction Records and their traceability
- Monitor and verify the implementation of the Preservation Management System
- Ensure the Contractors maintain, update, and publish the IMTE Registers on a regular basis, and calibration records are maintained
- Ensure appropriate systems/processes/procedures/computer databases are established by the contractor to maintain the Inspection and Test status during field erection, inspection/testing, and relevant statistical analysis
- Monitor the KPIs, special processes, and personnel performance relevant to the discipline
- Participate in Project QHSE audits and pre-qualification audits of vendors/suppliers/subcontractors. Conduct ITP/QCP/MS/Process/Activity level compliance audits/checks
- Monitor the performance of the contractor/subcontractor/third-party inspectors & engineers and subordinates. Provides necessary support/guidance and reports to the functional supervisor
- Implement and enforce the elements of the client’s Quality Management System requirements applicable to your function
- Exposed to construction sites and Prevailing Climatic Conditions at least 50% of the time
- Ensure one's own safety and the safety of others who may be affected by the client’s business, whether the activity is under direct control or not
Requirements
- Bachelor’s degree in Instrumentation, Electrical, or Controls Engineering (or Equivalent) from a recognized university
- IRCA Certified QMS Lead Auditor
- Qualification from IECEx-CoPC or CompEx, or similar international Certification schemes, is desirable
- Membership/Certifications from internationally recognized institutions (ASQ-CMQ OE, MCQI-CQP or similar) is desirable
- 15 years’ experience in the construction of major greenfield or brownfield process Plants in the Oil & Gas industry, including experience in Solar Plants (Photovoltaic), Power Plants, or similar nature projects, is desirable
- Worked with major EPIC Contractors/End User in a similar position in major projects with overall responsibility for the Quality of Electrical, Instrumentation & Controls (I&C) discipline’s Construction and Commissioning activities
- Sound working knowledge of QA/QC aspects, testing requirements, Acceptance criteria related to Various E&I, telecom, and F&G Equipment and Systems, and managing these disciplines in the QA/QC function in major Oil & Gas projects
- Experience in loop checking and instrument calibration, field instruments, control valves, DCS, telecom, FO, etc
- Good knowledge in understanding and application of international Codes, Standards, and practices (QCS, IEC, IEEE, BS, ISO, UL, IOGP, Shell DEPs, etc.) and familiar with those requirements relevant to the job function
- Ability to work well and effectively communicate with contractor/third party/end-user personnel and colleagues at all levels in a multidisciplinary and multicultural environment
- Hands-on experience in preparation, Review, and approval of Quality Plans/ITPs/QCPs/MARs and undertaking Inspection/testing activities during Field Erection/installation, Pre-Commissioning, and commissioning of instrumentation & Controls, telecommunication, and F&G equipment/material/systems, i.e. ESD, FGS, DCS, PCS, SCADA, MCMS, PMS/LDS, ACS, Metering, WHCP, CCTV, PAGAs, EMS, HVAC & BAMS, analysers, Cabinets, Panels, Instruments, Cables, etc
- Experienced in managing the team of discipline inspectors, coordinating respective inspection & testing activities, establishing, and monitoring KPI in respective disciplines
- Experienced in development or implementation of Quality Surveillance Program, Completion Management System (CMS), and associated Inspection & Test Records (ITRs), Technical Integrity Verification (TIV), Flawless Project Delivery (FPD), Project Quality Health Check (PQHC) Program
- Experienced in implementing and conducting Pre-Qualification/QMS/Quality and technical compliance checks and audits and quality walk-throughs of EPIC organizations and project activities
- Requires good knowledge of project features & Specialities with the ability to resolve highly complex QA/QC-related issues and disputes arising from incorrect and disparate interpretations of Project technical requirements and Scope of work, by various parties involved in the project, including external authorities
