mselect is looking to hire an HSE Officer for an industrial group in Baghdad. Candidates must have at least 3-5 years of relevant experience. Fluency in English and Arabic is a must.

Job Objective
To co-ordinate, support and advise the business on all aspects with regards to Health Safety and Environment. To manage and monitor standards, process, communications, trainings to ensure all responsibilities associated with HSE within the factory are adhered to.

Key Accountabilities
  • The HSE officer should possess excellent knowledge and understanding of the complete plant process or activities
  • Knowledge of potentially hazardous materials or practices
  • Exhibit strong risk assessment skills
  • Shall send updates to QHSE Superintendent about day to day Safety communications, progress, issues or deviation and actions
  • Assess the risks associated at the work areas, implement mitigation measures and ensure implementation
  • Provide effective induction for the Contractors and Visitors
  • Must be proactive in reporting the observations. Capable to investigate the accidents/ incidents
  • Able to operate the ERP (MFGpro) system, Document work flow systems as necessary for day to day operations
  • Train the employees, new-joiners on Safety site rules and regulations
  • Co-ordinate the development of SOPs, Policies
  • Create OPLs, training modules and conduct effective trainings for the employees as deemed necessary
  • Ensure the safety measuring equipment’s are calibrated and valid all the time
  • Participate and be an active member in conducting Plant Safety and 5S audits
  • Effective and optimum use of the resources provided

Responsibilities:
  • Conduct daily safety inspections of the facility, minimum twice /day
  • Conduct Safety inductions for the contractors and Visitors
  • Inductions records are updated regularly and maintained
  • Ensure and maintain the Work permit system effectively
  • The history and all relevant work permit documents are maintained and available
  • Assess the work area for any hazards prior to approval of any critical work permits
  • All the additional attachments like risk assessment, contractor agreement and other relevant documents are verified prior to authorizing the permit
  • Trainings are conducted on regular basis and as identified in HIRA. The tool box is conducted based on the monthly safety newsletter topic
  • Trainings records are properly maintained and is retrievable at any point of time
  • The Work station is maintained according to required 5S standards
  • All the government and statutory required permit and licenses are regularly followed up on daily basis and certifications are done on time. Renewals applications and approvals are received without undue delay
  • All the equipment’s at site that are identified for inspection/ certifications are monitored and ensured testing is done from external approved agency (DAC)
  • The equipment’s certification records are timely updated and available
  • Ensure a safe workplace environment without risk to health
  • Ensure the completion and regular review of risk assessments for all work equipment and operations
  • All the accidents/ incidents are documented, investigated and recommended improvements implemented
  • The Safety inspections are carried out, fire drills, Fire Fighting systems inspections are correctly reported, safety inspections, risk assessments, and employees are aware of their safety responsibilities.
  • All Fire Mock drills records are maintained and the improvement action suggested by observers and DCD are actioned appropriately
  • Responsible for maintaining full and accurate health and Safety training records
  • First aid cabinets are inspected regularly; stocks are maintained and issued as needed
  • Liaise with Insurance providers during the damage of property by external parties
  • Gas level monitoring is conducted according to frequency and appropriate actions are taken when deviations are noted
  • Auditing the facility, look out for any unsafe behaviors or breaks in regulations
  • Reporting to work on time
  • Flexible in work hours, as per the urgent requirements in some cases
  • Assessing risk and possible safety hazards of all aspects of operations
  • Prepare daily meeting reports and present to the team
  • Presenting safety updates to the team regularly
  • Formalize monthly reports and submit to the review on time
  • The safety bulletin boards are regularly updated
  • Weekly Safety meeting reports are prepared and presented
  • Meeting Company safety and health goals
  • Any other reasonable duties which may be required by management time to time
Qualifications:
  • Bachelor’s degree of Engineering
  • Experience 2-5 years’ experience as an HSE officer or relevant role 
  • Computer literate (MS word, Excel, Power point & other related software)
  • Well organized with good communication skills and ability to work under pressure
  • Proven supervisory experience and management potential
  • COSHH trained
  • OHSAS – Internal or Lead auditor
  • Handling of H&S investigations
