Job Objective
To ensure effective leadership and management of all cost control activities by maintaining accurate cost tracking, forecasting, and reporting, thereby supporting informed decision-making and enabling successful project delivery within the approved budget.
Key Responsibilities
1. Cost Management & Control:
- Develop and implement cost control systems, procedures, and tools aligned with project requirements
- Establish and maintain the Cost Breakdown Structure (CBS) in alignment with the Work Breakdown Structure (WBS)
- Monitor and control project expenditures, commitments, and forecasts against approved budgets
- Track Value of Work Done (VoWD) and apply necessary techniques to assess performance
- Support the preparation of project budgets and cost estimates
- Maintain the project cost baseline and update forecasts based on actual performance and trends
- Analyse variances and recommend corrective actions
- Prepare and present periodic cost reports (weekly/monthly) to project stakeholders
- Provide input to monthly project progress reports and financial dashboards
- Liaise with planning, procurement, and the technical departments to ensure cost and schedule alignment
- Evaluate cost impacts of project changes and support the Management of Change (MoC) process
- Participate in Quantitative Risk Analysis (QRA) and contingency planning
- Maintain a change log and update forecasts accordingly
- Review and validate contractor and vendor invoices against contracts and purchase orders Prepare contractor invoice package for finance department review and payment processing
- Ensure proper cost allocation and coding in the ERP system
- Support procurement in cost-related evaluations and negotiations
- Perform contract administrator function in coordination with procurement and legal departments, including contract amendments, variations, extensions, contractor claims, contract clarifications, etc
- Mentor junior cost control staff and support their development
- Collaborate with the Business Controllers on invoicing, payment processing, and project close-out
Requirements
- Bachelor’s or Master’s degree in Engineering, Finance, or related field
- Minimum 10 years of experience in cost control, preferably in the oil and gas industry or EPC environments
- Experience with VoWD, accruals, and cash flow forecasting
- Strong knowledge of PMI and industry best practices
- Proficient in Kurdish and English, with advanced Arabic language skills
- Excellent communication and reporting skills in both written and spoken forms
- Ability to manage multiple tasks and deadlines
- Public speaking and networking abilities
- Proficiency in computer skills and MS Office tools (especially Excel)
- Proficiency in ERP systems
- Analytical and detail-oriented
- Proactive and solution-focused mindset
