mselect is looking to hire a Project Safety Officer for a national oil and gas operator in Doha, Qatar. Candidates must have a minimum of 10 years of experience in Occupational Health and Safety, preferably in the Oil, Gas & Petrochemical Industry, of which at least 10 years involve radiation protection duties, and a minimum of 5 years specifically in construction projects (greenfield and brownfield work). Fluency in English is a must.

Key Responsibilities
  • Develop, maintain, and own the Project's Radiation Protection Program across the project lifecycle, aligned with Qatar law and IAEA GSR?Part?3
  • Liaise with MECC, Operations, Industrial Cities, BC, and Corporate HSE; lead licensing/permit applications/renewals via the MECC digital platform; keep a controlled source inventory & movement log
  • Pre?qualify contractors: verify company/personnel MECC licenses, RSO/RPO authorization, and training before mobilization; retain evidence in the project RP dossier
  • Plan and control industrial radiography and well logging: integrate with PTW; set area classification/exclusion radii, barricading, and public?dose protection
  • Ensure source security & custody: maintain chain?of?custody, leak?test records, secure storage/transport; authorize movements and stop work if custody breaks
  • Conduct site visits, audits, inspections, and verifications during radiation work; issue findings, track CAPA to closure; enforce stop?work for non?compliance
  • Review/endorse Project HSE Plans, Method Statements, Risk Assessments, JSAs; embed RP design requirements (shielding, interlocks, controlled areas, secure source storage)
  • Assess radiation risks (workers/public) and set controls (engineering, administrative, PPE), reference levels, and ALARA targets
  • Administer dosimetry (TLD/OSLD; ring badges for hands where applicable; lens?of?eye controls); manage badge cycles and authorized lab processing; investigate over?exposures, retain records, and notify MECC where required
  • Maintain instruments (dose?rate, contamination monitors, alarming ratemeters; gamma spectrometry as needed); ensure traceable calibration and certificates at point of use; verify pre?job checks
  • Execute radiation & NORM surveys and contamination measurements; classify areas and set signage/access controls
  • Manage NORM handling/storage, clearance levels, transport, and radioactive waste manifests; coordinate approved treatment/disposal routes with vendors and MECC
  • Maintain radiological emergency arrangements; lead drills, notifications, protective actions, and termination criteria; integrate with site ERP
  • Lead radiation incident & near?miss (NM) investigations for project/contractor activities; ensure timely internal and MECC reporting; capture lessons and drive corrective/preventive actions
  • Deliver awareness/training (role?based and pre?job toolboxes); keep competence records; report KPIs (dosimetry enrollment, instrument calibration, license renewals, audit close?outs, zero regulatory non?conformances)
  • Provide strategic radiation protection leadership to client PN Onshore Projects, ensuring the portfolio is planned and executed with radiation risks managed to ALARA and all obligations under Qatar legislation and client standards met throughout the project lifecycle
  • Serve as single point of accountability for radiation governance on projects—setting expectations, integrating requirements into project gates and contracts, and securing regulatory readiness and approvals in coordination with the Ministry of Environment & Climate Change (MECC)
  • Act as the principal interface with Operations, Industrial Cities, and Corporate HSE to align project designs and execution with applicable laws, bylaws, standards, and procedures, and to support a smooth transition to operations
  • Provide independent assurance to management on the overall state of radiation risk and compliance across the project portfolio, and ensure effective readiness and response arrangements are in place for radiation?related events Under general supervision, validate/ensure validation of safe work practices and documentation; follow up on audit/inspection findings
  • Demonstrate strong leadership, command, and control skills
  • Maintain minimum Level 6 English proficiency with excellent oral and written communication skills
  • Apply strong data interpretation, analysis, and compilation skills
  • Prepare technical specifications and mandated regulatory reports
  • Develop and deliver radiation protection training and awareness programs
  • Conduct field inspections, perform risk assessments, and review or prepare technical proposals
  • Utilize radiation instruments and equipment for field radiation surveys and contamination measurements
  • Work effectively with diverse personnel and teams, demonstrating flexibility in work assignments
  • Apply strong problem?solving and motivational skills to improve work habits, maintain performance, and implement effective follow?up actions
  • Meet the requirements to obtain a Qatar driving license

Requirements
  • Higher National Degree (HND), or University Degree (Preferably in an Engineering discipline), or an Accredited HSE Professional Certificate Associate membership of a recognized safety institution is desirable
  • Must hold and maintain a valid HSE Management System Lead Auditor certification
  • Valid MoECC?issued Radiation Protection Officer (RPO) License
  • Minimum 10 years of experience in Occupational Health and Safety, preferably in the Oil, Gas & Petrochemical Industry, of which at least 10 years involve radiation protection duties, and a minimum of 5 years specifically in construction projects (greenfield and brownfield work)
  • Oversight of industrial radiography and/or well logging; MECC licensing/regulator interface; sealed?source custody, security, and transport
  • Dosimetry administration (TLD/OSLD; extremity/lens?of?eye), radiation/NORM surveys, and area classification
  • Working knowledge of IAEA GSR Part 3, IAEA SSG?11, Qatar Decree?Law 31/2002, and Executive Bylaw 4/2003
  • Thorough knowledge of safe work practices, international standards (e.g., ISO 45001:2018), and procedures
  • Conversant with international standards in Environmental Management System
  • Trained in any of the following Incident Investigation Software: Tap Root, Safety Culture, Easy RCA, Tripod Beta, etc
  • Competent in the use of PC, including MS Word, Excel, Access, PowerPoint, and any other relevant software
  • Experience in the GCC is desirable
