Key Responsibilities
- Supervises and controls site construction/installation of works associated with oil and gas process plant and pipelines, undertaken on a capital basis, in client Operational and non-Operations areas as assigned, covering Mechanical/Piping /Pipeline construction & testing duties
- Coordinate pre-commissioning activities and assist during the commissioning of facilities
- Initiate ITR-A, ITR-B, ITR-C, Punch list, Construction Completion Certificates CCC, Mechanical Completion Certificates (MCC and facilitate the issuance of Project Completion & Discharge Certificates
- Inspect construction works and materials in accordance with project quality plans and inspection & test plans (ITPs)
- Supervise the EPIC Contractors during the execution of construction activities
- Participate in reviewing design drawings, Method Statements, material requisitions, etc
- Supervise and coordinate the mobilization of contractors to the site, as per the schedule
- Supervise and approve construction activities and co-ordinate various aspects of project construction, including inspections (RFI’s), material approvals, checking the validity of site working drawings, and processing construction-related documentation as required
- Carry out daily checks on the contractor’s staff and work executed to ensure compliance with prescribed contractual obligations and specifications
- Reporting to the direct Supervisor any work anomalies or contractual deviations committed by contractor personnel and recommending corrective actions
- Review and endorse work permit on behalf of client and ensure that contractor’s compliance with Permit to Work Systems and Safety Policies and requirements
- Participate in the development of as-built drawings/documentation
- Prepare a punch list for finished work before handing it over to the client
- Works closely with client Construction Supervisors (Mech/Arch/ Civil/Pipeline)
- Report to the client Senior Construction Supervisor on main issues, events at the site, progress reporting, trends, and recommendations for improvement
- Accountable for supervising the contractor’s work that is in progress, inspecting work, reporting problems, and preventing accidents occurring because of negligence, by enforcing client safety standards on the work site
- Liaise and report with the QC Inspector on quality-related matters
- Liaise with the HSE team on safety-related matters
- Coordinate with Discipline Construction Focal Point & Supervisor activities throughout the construction of multi-discipline projects, including chairing the weekly construction progress meetings, site document control, and liaison with different discipline supervisors, senior project engineers, and personnel of other departments
- Review the project planning and scheduling for projects during the construction phase, identify any construction slippage, and assist in optimizing the contractors' resources
- Review construction method statements, pre-commissioning procedures
- Review and endorse RLMU’s as-built drawings and construction dossiers
- Ensure that client Safety Regulation are implemented by contractors as per project Safety Management Plans and the State of Qatar's environmental and other regulations
- Inspect construction works and materials in accordance with project quality plans and inspection & test plans (ITPs)
- Coordinate with concerned parties to resolve routine site issues and refer technical queries to the senior construction supervisor
- Update daily and weekly construction progress reports for assigned projects and verify contractors' progress statements for accuracy
- Attend weekly progress meetings for assigned projects
Requirements
- Higher National Certificate (HNC) level in a Mechanical Engineering discipline, plus relevant courses in Safety, Quality, and Construction, or BSc/Diploma in Mechanical Engineering discipline from a recognized University
- 10 years in Oil & Gas Projects
- Experienced in Mechanical and associated Piping/Tie-in works related to Brownfield, Stations, Refinery, and Cross-country pipelines in the Onshore Oil & Gas industry
- Conversant with National & International Codes, Standards, and Specifications
- Ability to work within a diverse cultural environment
- Good command of the English language (oral & written)
- Knowledge of Industry engineering standards and QSHE awareness
- Good supervisory, planning, and coordination skills
- Good communication and report-writing skills
- Understanding Civil requirements and interface with Civil during Mechanical execution
- Exposed to Testing, Pre- Commissioning, Testing, and Commissioning of New Facilities in a brownfield environment
