mselect is looking to hire a Senior Contracts Officer for an international oil and gas operator in Erbil, Iraq. Candidates must have a minimum of 5 years of relevant oil & gas contracting experience, with at least 3+ years of working experience as a contracts officer with IOC(s) or other related organisations. Fluency in English and Kurdish is a must.

Job Summary
Undertakes and executes day-to-day operational contracting and procurement activities in support of production operations, maintenance, infrastructure, and project requirements in Kurdistan, from strategy development through to contract close-out. The role involves drafting contracting strategies, preparing invitations to tender, and evaluating received bids, including detailed analysis of commercial and contractual qualifications. It also includes executing contracts while ensuring that all materials and services are procured at the best price and delivery terms and in full compliance with procurement procedures. Additionally, the role conducts contract management activities to ensure effective contract administration and performance throughout the contract lifecycle.

Key Responsibilities
  • Responsibility for planning, sourcing and placement of contract packages, in compliance with C&P procedures
  • Responsible for development, compilation and execution of pre-qualification exercises, contracting strategies, invitation to tender documentation, attending tender openings and evaluation of tenders received, including detailed analysis of commercial and contractual qualifications, and execution of contracts
  • Drafting required governance submission papers in accordance with C&P procedures
  • Undertake prequalification of contractors and suppliers where required
  • Ensures compliance with company and joint-venture requirements, along with governance and compliance obligations, while maintaining a clear audit trail to support cost recovery
  • Coordinates kick-off meetings with internal and contractor personnel to review the scope of work, coordination procedures, contract measurables and deliverables, KPIs, and change management processes. Ensures the contractor understands invoice and payment procedures
  • Prepares and executes service orders and call-off orders in the company’s Epicor system
  • Develop, issue and evaluate Requests for Quotation supporting the Contract Holder/Project Manager where required.
  • Conduct basic contract management activities to ensure effective contract administration and performance management of contracts, including progress to date, quality of services, progress measurements as per contract KPIs
  • Monitoring of compliance with the contract terms; reporting any non-compliances
  • Verify that HSE requirements under the contract are complied with, enabling monitoring of the quality of Contractor HSE performance and indicate actions to improve performance in conjunction with the Senior HSE Manager or the Projects HSE Manager
  • Support the Contract Holder in monitoring contractor spend and validating work completed to facilitate milestone payments
  • Administer and maintain records of all correspondence, minutes of meetings, actions and decisions relating to the contract
  • Act as a focal point for the Contract Holder in the preparation of Variations and Amendments
  • Liaises with other internal departments on all matters related to legal, tax, insurance, compliance, and HSE
  • Ensures a high level of compliance with anti-bribery, anti-corruption, and anti-money laundering policies
  • Monitor compliance with obligations relevant to the contract Local Content provisions
  • Ensure that the development and use of local contractors is given preference when considering contract awards
  • Assist the contract holder in the contract close-out activities and consolidate documentation
  • Build strong relations with internal and external stakeholders, contractors and suppliers

Requirements

Required Qualifications & Experience:
  • Minimum 5+ years relevant oil & gas contracting experience, with at least 3+ years working experience as a contracts officer with IOC(s) or other related organisations
  • Experience in a cross section of production, maintenance, construction and support contracts.
  • Understanding of contracts, with an awareness of commercial and legal issues
  • Experience and awareness of contract engineering, procurement, materials management & logistics for production & projects and facilities
  • Degree preferably technical or business related
  • Preference for CIPS or RICS (or equivalent) certification
  • Awareness of Best Practices in corporate and project supply chain procedures
