mselect is looking to hire a Senior Commissioning Engineer – Rotating Equipment for a national oil and gas operator in Doha, Qatar. Candidates must have 12–14 years of experience in construction, installation, and commissioning within the oil and gas industry. Fluency in English is a must.

Key Responsibilities
  • Represents the organization as the commissioning team leader for assigned offshore projects
  • Review and comment on EPIC Contractor SOW pre-commissioning, commissioning, and completion activities
  • Leads project pre-commissioning, commissioning, and start-up engineering support services delivered by outsourced contractors, ensuring all activities are executed in accordance with regulations, approved commissioning procedures, and industry best practices
  • Reports to head, commissioning on all commissioning related matters under execution for successful completion of commissioning
  • Contributes to the improvement of commissioning procedures and initiates as well as supports the standardization of commissioning deliverables
  • Develop a commissioning strategy, commissioning plan, and obtain approval for the same in consultation with the end user and in accordance with contract requirements and in close coordination with the head, commissioning and EPIC contractor
  • Leadership of the commissioning team in the development and arrangement for approval of the commissioning procedures for all systems and facilities
  • Organize and ensure the availability of the commissioning team and arrange the required manpower support from the end user and contractor
  • Develop a plan for the commissioning activities and ensure its implementation as per the approved commissioning plan and project schedule
  • Detail the activities into required systems and subsystems to facilitate commissioning and start-up
  • Develop and arrange for approval of all commissioning handover checklists and certificates, and coordinate with Contractor/Vendors to solve system/equipment performance problems
  • Work closely with the project construction team, end user and contractor to coordinate punch listing activities from the beginning to the end of the commissioning process, including clearance and close-out
  • Frequent long working hours may be required, which include outdoor field work
  • Experienced in working within multi-disciplinary and multicultural environments, demonstrating strong coordination and expediting skills
  • Maintains sound interpersonal relationships and communicates effectively with internal teams and contractors
  • Coordinate schedule for vendors presence/visits at site(s), on-job training to assist in the commissioning of critical equipment and processes
  • Participate and contribute to all safety design reviews and studies
  • Participate in FAT as required
  • Review multidisciplinary engineering deliverables from commissioning approaches
  • Support and assist the project team in the project closeout gate

Requirements
  • Bachelor’s degree (BSc/BE) in Instrumentation, Electrical, or Mechanical Engineering from a recognized university
  • Minimum 12–14 years of experience in construction, installation, and commissioning within the Oil & Gas industry
  • Strong experience in offshore construction and commissioning activities (preferred)
  • Mechanical Engineering background with strong experience in commissioning major rotating equipment, including preparation and review of specifications for gas compressors, HV motors, and MV submersible pumps
  • Extensive experience in FEED and EPIC projects, with proven ability to review and approve contractor deliverables and witness or conduct FAT, SAT, and string/performance tests for rotating equipment
  • Hands-on experience with Completions Management Systems, including verification activities such as alignment checks, support inspections, functional testing, and participation in HAZOP, HAZID, and constructability reviews, as well as operation readiness, start-up, and handover
  • Strong capability to review and interpret method statements, inspection and test plans, construction schedules, and technical drawings, identify potential risks or bottlenecks, and propose practical solutions
  • Computer literate with good communication and interpersonal skills
