mselect is looking for an Ops HSE Supervisor for an international oil and gas operator in Basrah, Iraq. Candidates must have at least 4 years of relevant experience. Fluency in English and Arabic is a must.

Job purpose
Responsible for providing HSE leadership and support to line management and coaching to new employees and staff across a number of facilities and Power Plants, including GTG, renewable energy- and Temporary Power Station facilities and all associated project activities within these areas. This is a field-based role and will require the successful candidate to be an effective HSE Leader and agent of change in a challenging multicultural environment, which encompasses different perceptions and understandings of HSE

KEY ACCOUNTABILITIES
  • Ensure continuous delivery of HSE support to IFMS Power Plant management, personnel and contractors
  • Coach and educate new employees and contractors to foster improvements in HSE performance in contracting activities
  • Guide, support and where necessary intervene to ensure safe operation and work in line with IFMS Goal Zero aspirations
  • Provide safety expertise and ensure that operation and work on related equipment\systems and projects are conducted in accordance with the Majnoon electrical safety operation procedures (ESOP) and electrical safety rules (ESR), IFMS HSE requirements and the recognized HSE international standards
  • Provide assurance and assistance for effective implementation of permit to work (ePTW) and adherence to IFMS PTW procedures, with specific focus on electrical isolation
  • Assurance of establishing safe work condition and engaging with the contractors on safety aspects as required
  • Carry out regular site inspections and safety walks to check policies and procedures are being properly implemented, to identify and correct HSE gaps or potential hazards, and to ensure safety regulation compliance
  • Ensure the effectiveness of electrical safety critical barriers and development of interim measures where required
  • Complete daily, weekly and monthly reports as required
  • Follow and coordinate the activities and provide clear guidance and support to site leads and supervisors in preparing and planning works in a safe manner
  • Coordination of field HSE team activities through the HSE leads by providing technical advice, coaching, guidance, and mentoring on HSE including learning and personal development, and their contribution towards the IFMS journey towards Goal Zero
  • Work with the Health team to deliver industrial hygiene support
  • Track and maintain records of HSE inventory and performs any preventative maintenance on key HSE equipment
  • Ensure effective method statement, JHA process is implemented at all stages of the contract to identify and address all HSE hazard at the work sites
  • Provide support in implementation of HSE requirements in associated project activities
  • Promote safety recognition by supporting the contractors to design HSE incentive programs across the field
  • Drive all aspects of the incident and near miss reporting, investigation, follow up and support the quality closure of actions
  • Participate in Emergency Response exercises and act in ER related roles as required by local procedures
  • Participation in the development and implementation of Safety Day, Time-Out-for-Safety campaign programs, Safety Moments, Toolbox Talks
  • Other duties as required

Qualification & Training requirements:
  • University Degree or college graduate or equivalent in a technical discipline
  • HSE training; PTW, CSE, W@H, AGT, excavation and trenching, emergency response, supervisor & leadership training
Experience:
  • 4 years of relevant job experience within the Oil & Gas industry
  • Knowledge of MFD HSSE-MS and implementation
  • Experience in incident investigation and report preparation
  • Occupational Health, Safety and Environmental experience
  • Active involvement in implementing ePTW system
  • Experience in developing and implementing risk assessment
  • 3 years of relevant job experience in implementation of HSE requirements and in managing operational safety in brownfield sites (Hydrocarbons), including H2S
  • Experience in delivering HSE training, performing HSE audits and supporting incident investigation
  • Understanding of risk management processes
  • Proven ability to work with contractors working in a weak HSE culture environment
Language proficiency, computer and software skills:
  • MS Office: Excel โ€“ Intermediate, Word โ€“ Intermediate and Power Point - Intermediate
  • English โ€“ Intermediate (verbal & written)
