Main Missions & Activities
The main missions of the jobholder are as follows:
- Contributes to the implementation of the company’s H2SE management system at the project site, and supports the maintenance of a safe and healthy workplace for all company’s site personnel and contractor staff
- Ensures strict compliance with HSE requirements, including environmental, biodiversity, and social performance considerations, in line with project-specific context and standards
- Implements supervision and control of construction activities from an HSE perspective, under the direction of the H2SE superintendent and in compliance with the company’s H2SE management system, ensuring that potential risks affecting site activities are properly identified and that effective mitigation measures are developed and correctly implemented to minimize such risks
- Participate to CTR’s JRAs reviews and ensure that these JRAs are duly implemented
- Participates in incident investigation and reporting related to site activities, under the direction of the H2SE superintendent, and assists in risk assessments, operational safety reviews, and emergency preparedness analyses
- Serves as a role model in all HSE aspects related to project activities at the field site, including surrounding community areas
- Support CPY Construction SPDT and H2S SPDT in operational oversight and safety enforcement across the CTR, including laydown areas, traffic management, and heavy machine movements. This includes, but is not limited to: (1) Audits and inspections of CTR lifting/discharging/unloading areas (also called TCF/TSF), workshops, parking, and routes; (2) Challenging CTR operations in the area, particularly regarding heavy equipment checks, certification, and HSE compliance, in coordination with HSE focal points; (3) Highlighting improvement needs and managing change in operational discipline across both H2SE and CPY Construction teams
- Administrative and documentation support for H2SE SPDT, including: (1) Integration and analytical treatment of CPY deliverables into shared folders; (2) Support to ERT/MEH coordinators regarding documentation and registers; (3) Ensuring all safety and operational documentation reflects compliance and continuous improvement initiatives
- Assists the HSE superintendent in ensuring compliance with HSE objectives throughout the construction, commissioning, and start-up phases
- Provides the HSE superintendent with regular reports and updates
- Adopt and demonstrate exemplary behaviour regarding HSE rules implementation
- Reports all incidents or situations that violate the organization’s drug and alcohol policy at the site
- Maintains positive relationships with contractors, applying flexibility where appropriate while rigorously enforcing HSE procedures when required
- Liaises with and submits any acceptable HSE deviations or optimizations to the HSE superintendent
- Provides HSE inputs for weekly and monthly reports, keeping the HSE Superintendent informed of relevant issues and seeking guidance as necessary
- Participates in the establishment of the project safety culture and supports its implementation at the field site
- Assists in promoting safety awareness and best practices through training, communications, encouragement, collection and updating of safety statistics, and the preparation of safety feedback bulletins
- Monitor the application of H2SE guidelines, procedures and practices in the day-to-day construction activities; Ensure that all operational activities, routine and non-routine, are prepared and performed with the required level of risks analysis and mitigation with qualified and well-trained personnel
- Supports the HSE superintendent in organizing regular emergency drills with contractors
- Serves as a member of the site emergency response team, as directed by the HSE superintendent
- Assists the HSE superintendent in conducting HSE audits, from assessment through follow-up and implementation of agreed recommendations
- Supports the HSE superintendent in investigating HSE incidents and monitoring follow-up actions
- Adopt and demonstrate exemplary behaviour regarding ethics and project “code of conduct” policy
- Observe and impose strict confidentiality in the performance of his duties, all along the course of the project
- Performs duties in strict compliance with site camp rules and regulations
- Carry out any other duties or tasks that may be required by the position
Key Accountabilities
- Ensure that the HSE Company Policies, rules, guidelines and procedures are enforced at the site
- Ensure that construction activities under his area of supervision are performed safely, without any LTI or recordable incident
- Provide continuous, reliable and relevant reporting to the upper management
- Be continuously aware of what information and decisions have, respectively, to be shared with or approved by the upper management

Requirements
Professional experience:
- Bachelor’s degree in Engineering or a Construction-related field, supplemented by a specialization in field or construction safety
- A minimum of 10–15 years of experience in the oil & gas industry, with exposure to large-scale, onshore greenfield and brownfield projects
- Strong knowledge of the company’s general specifications, rules, procedures, and applicable international codes and standards
- In-depth understanding of onshore oil & gas plant construction methods, including technical aspects and associated safety risks
- Proven operational experience in projects with high Environmental and Social requirements and complex execution environments
- Significant experience with risk assessment methodologies, including HAZOP, HAZAN, Fault Tree Analysis, and “What If” studies
- Strong knowledge of safety and environmental practices within the oil & gas industry, including leading international operator standards
- Ability to identify potential worst-case scenarios, assess realistic risk levels, and define appropriate control and risk mitigation measures
- Strong commitment to Environmental, Social, and Security performance as key elements of project site execution
- Team-oriented, with the ability to collaborate effectively across complex, multidisciplinary project teams
- Demonstrated organizational skills and the ability to work in a multicultural and international environment
- Strong interpersonal and communication skills
- High level of dedication with the ability to perform effectively under pressure
