mselect is looking to hire a Commissioning Engineer for an international energy client in Basrah, Iraq. Candidates must have a minimum of 5 years of experience in the construction and commissioning of utility-scale PV IPP. Fluency in both English and Arabic is a must.

Job Summary
The role reports to the Commissioning Manager and is responsible for maintaining full awareness of the EPC Contract, including all contractual requirements, milestones, and deliverables. The position oversees the planning, coordination, and execution of both cold and hot commissioning activities, ensuring strict compliance with safety requirements and adherence to the approved schedule. Key responsibilities include reviewing, verifying, and approving test records, mechanical completion certificates, and commissioning certificates. In coordination with internal resources, the role attends inspections and ensures effective surveillance of commissioning activities. The position also analyses commissioning critical paths, floats, and activity sequences, and prepares and supports the Commissioning Manager with recovery plans whenever deviations from the schedule or performance targets are identified.

Key Responsibilities/Tasks
  • Attend work inspection requests and generate the punch points for both cold and hot commissioning activities
  • Supervise the EPC Contractor's commissioning progress until COD (i.e. checking and implementing commissioning procedures, inspection, witnessing, clearing punch list items, issuing commissioning certificates, turnover packages readiness, etc)
  • Schedule and execute the step energisation process
  • Provides input into the weekly site meetings, progress and/or discipline technical meetings with the EPC Contractor
  • Monitors and checks the EPC Contractors' work across each discipline to ensure the timely delivery of the works
  • Confirms and provides the PD with the inputs for the monthly progress reports, and relevant information to check EPC Contractor invoices

Key Objectives/Accountabilities
  • Responsible for the implementation of safety measures for testing and commissioning activities
  • Close coordination with internal and external resources for smooth transfer of packages, systems or subsystems
  • Execute ad-hoc training at the site upon identification of a critical deviation from the safety or construction standards
  • Establish PTW and LOTO procedure together with the internal HSE team and the EPC
  • Be a gatekeeper for the transfer packages
  • Monitor site-based specific training programs before and after commissioning activities

Requirements
  • Bachelor’s degree in electrical engineering or similar
  • Minimum of 5 years of experience in the construction and commissioning of utility-scale PV IPP
  • Project Management Professional (PMP) or equivalent certification is preferred
  • EPC or Developer background with relevant project experience
  • Experience working on projects valued at over USD 100 million
  • Participation in the commissioning of at least 3 projects
  • Experience in testing and commissioning of PV arrays, PV trackers, String Inverters, MV Transformer stations, 33 kV and 132 kV Substation components
  • Knowledgeable of Grid Code, safety procedure notification, Grid Compliance Test and PV Plant performance tests
  • Knowledgeable of international standards and 'best practices' for testing and commissioning of various elements of the PV Power Plant
  • Knowledgeable of environmental legislation/regulations and good industry practice related to construction works
  • Proficient in MS Word, MS Excel, MS PowerPoint or similar
