MSELECT is hiring a Senior Project Engineer for an international oil and gas operator in Erbil. Candidates must have a minimum of 10 years of experience in oil and gas industry, and at least 5 years of experience in international oil and gas projects. Fluency in English, and Kurdish is a must.
OBJECTIVE
Part of construction department project team to oversee the execution of facilities ensuring key milestones and schedule are managed accordingly. Participation in engineering, procurement and assistance in construction management and the leading of construction contract and oversee implementation of the plan of construction execution with overall accountability for the management and administration of assigned construction contracts and management of organization of assigned construction personnel management covering a wide variety of disciplines such as civil, structural, mechanical, piping, instruments, electrical, painting and insulation, pre-commissioning and commissioning activities and management of contractors, subcontractors and vendors in accordance with projects scope of work. Fully familiar with procedures and other requirements associated with engineering, procurement and construction. Ensure construction contractors are adhering to project HSSE and quality standards.
KEY RESPONSIBILITIES
Main duties:
Part of Construction Department Project Team to oversee the execution of all facilities ensuring key milestones and schedule are managed accordingly
Participates in the coordination of international contractors and subcontractors. Works with a multinational team of engineers and managers
Responsible for the preparation of the necessary tender documents and sets of the technical part of the tender documentation, as well as for the observance of the quality of the work performed by the team of the Company's supervisors and the Contractors
Considers technical / commercial assessments of potential suppliers / contractors within the functional area, in accordance with the established policies of the Company in the field of procurement of equipment, materials and services
Control inputs from other disciplines (HSE, Project Service, Construction, QA/QC, Operation and Logistic Departments) are taken care during engineering phase and set Engineering objectives for FEED and EPC Contractors to ensure smooth project handover to Operations personnel
Liaise with the Construction and Operation team to resolve issues related to field design and technical queries during the construction and commissioning stage
Review Contractor Deliverable’s associated with Construction and ensure they meet specifications and international standards, set with EPC Contract
Integrate with Multi Disciplines for Management and direction of construction implementation Contractor team to produce the work packs for planned mile stone dates. Interface with project management and Contractor reps on all matters applicable to construction development, providing accurate reporting on status including identification of issues / concerns which may impact delivery
In event of detecting violations/deviations from design specifications and international standards, prepare proposals & contractual letters on how to rectify violations/deviations, and submit to the management for review
Track and Monitor Contractor Procurement based on Expediting Tracker/Register ensuring Key Equipment is within schedule limits
Liaise with Contractor inspection and construction personnel to ensure adequate coverage of ongoing activities through ITP / FAT / SAT
Participates in the development and implementation of the project construction strategy, including the division of work among the main contractors, analyzes the subcontracting strategy of the EPC contractor, with particular attention to the qualification and approval of the main subcontractors according to the specific scope of work
Demonstrate a personal commitment to safety, identify and manage hazards and risks associated with construction activities, and actively get involved in HSE communication within the team and contractor
Ensure Company HSE requirements are understood and implemented by all supervision and project Contractors and Subcontractors to guarantee best Company HSE Performance
Liaise with Operations to ensure safe working arrangements, SIMOPS, permit to work systems and tag/lock out systems are fully understood, with authorized personnel in place, for all phases of the project
In the event of incidents – acts to preserve the working environment and equipment as they were at the time of the incident (if this does not pose a threat to life and health of employees and does not cause the aggravation of situation) and follows the labor and fire safety requirements
Ensures preservation of commercial and business secrets and other confidential information about Entity’s operations and its customers
Reports and follows the instructions of Line Manager in the area falling within his competency
Develops of list of Lessons Learnt for executed works and implements them in the next works and projects
Joint duties:
Supporting all company employees and contractors in the implementation of Engineering and Construction Plans and procedures and the monitoring of their performance on all related matters
Together with the HSE, he ensures that the HSE requirements are entered into the draft contracts, takes all necessary measures to organize the implementation of the HSE requirements by the contractor in accordance with the obligations of the contract
Together with the Supply Chain Management Department while tendering
Up to 10 contracts per year, and several of them can be ongoing simultaneously

REQUIREMENTS
Work experience:
Must have at least 6 years of Engineering (any of Mechanical, Piping, Pipeline, Materials, I&C, Process) experience
Minimum 10 years’ experience in oil & gas
At least 5 years of experience in international projects in oil & gas industry
Qualifications:
Education - Higher technical education specialization in the oil and gas construction
Foreign Language - English Intermediate
Work experience on the side of an EPC contractor is required
Possession of modern principles and methods of construction
Professional knowledge in the field of engineering and technology of operation and construction of field facilities
Basic knowledge of procurement planning and budgeting
Knowledge of project management
Knowledge in the field of health, safety and environmental protection
