mselect is looking to hire an HR Manager for a holding group in Erbil, Iraq. Candidates must have at least 10 years of experience in HR functions, strategic HR planning, organisational development, and workforce transformation. Fluency in English and Kurdish is a must; Proficiency in Arabic is an advantage.

Job Summary
One of the holding groups in Erbil is seeking a highly accomplished Head of Human Resources (HR & Admin Lead) with at least 10 years of proven HR leadership experience, including significant exposure to global HR practices. The ideal candidate must possess a strong track record in building and scaling HR functions, designing corporate HR processes, talent management, organisational development, and change management. This individual should demonstrate the ability to build trust and engage effectively with board-level leadership, business unit leaders, employees, and external stakeholders such as regulators, consultants, and training providers. Prior experience in international and cross-cultural contexts, along with exposure to multi-industry or conglomerate environments, will be highly valued.

Key Responsibilities
  • Build and lead the corporate HR function: From the ground up, across the profit and non-profit organisations, establishing a high-performing HR team
  • Develop and implement HR policies: Processes, and programs aligned with organizational strategy and best practices
  • Talent management and workforce planning: Attract, retain, and develop top talent across multiple business units
  • Performance management and employee engagement: Implement frameworks for performance evaluation, recognition, and career development
  • Organizational design and development: Support restructuring, role definition, succession planning, and change management initiatives
  • Compensation and benefits management: Design competitive salary structures, incentive schemes, and benefits programmes
  • Compliance and governance: Ensure HR practices comply with local labour laws, regulatory requirements, and corporate governance standards
  • Training and development: Design and deliver leadership development, upskilling programs, and employee learning initiatives
  • HR analytics and reporting: monitor workforce metrics, turnover, and engagement, providing insights to the executive team
  • Stakeholder engagement: Act as a strategic advisor to board-level leadership, business heads, and external partners

Requirements
  • At least 10 years of experience in HR functions
  • Proven track record in building and scaling HR functions within multi-sector organizations, conglomerates, or large enterprises
  • Experience in strategic HR planning, organizational development, and workforce transformation
  • Cross-industry and international experience is highly valued, with the ability to adapt global best practices to local contexts
  • Strong background in talent acquisition, performance management, succession planning, and employee engagement
  • Demonstrated ability to manage budgets, teams, and complex HR projects across multiple business units
  • Knowledge of labour laws, regulatory frameworks, and HR governance, particularly in the MENA region, is preferred
  • Excellent stakeholder management, communication, and leadership skills, capable of influencing executives and employees at all levels
