mselect is looking to hire a Technical Contract Engineer for an international energy client in Basrah, Iraq. Candidates must have 3–5 years of experience in services purchasing and contracts within the oil & gas industry. Fluency in English and Arabic is a must.

Job Purpose
The role serves as the Contracts and Procurement (C&P) métier representative for an affiliate operating in a high-complexity and high-criticality environment. The position is responsible for managing C&P activities while addressing significant external factors, including political instability, limited human rights considerations, elevated bribery risks, and managing economic sanctions risks.

Key Activities
  • Within the assigned scope, manages service purchasing and contracting processes related to technical activities across the affiliate’s operations
  • Oversees contract establishment processes in line with company procedures and governance requirements
  • Update the procurement plan in a timely manner for his/her files concerned
  • Contribute to the reporting of KPIs on his/her contracting and services purchase activities
  • Proactively build and maintain relationships with technical entities (in duet) to establish & maintain a highly effective service
  • Prepare and conduct duet/triplet meetings to ensure efficiency of duets/triplets
  • Ensure that all insurance, tax, legal and compliance issues of company assets and personnel are dealt with
  • Use Frame agreements and frame contracts
  • Identify best practices and submit them to C&P management
  • Participate in and promote activities, projects, and actions launched for the improvement of the supply chain process
  • Report his/her activity & on his/her savings achieved
  • Leads the contract or service purchase order (PO) award process to deliver services that meet the operational needs of the assigned technical entity
  • Conduct the contract/services PO award process in accordance with affiliate procedures, applicable laws and applicable contracts in respect of the strategy validated (call for tender (CFT), single source, extension...)
  • Prepare the strategy (bidders list, planning, scope, CFT criteria...) with CATMAN and/or contracts committee
  • Consolidate the consistency of the CFT documents and prepare the CFT file according to the applicable rules and procedures
  • Follow-up on partners' and authorities' approvals
  • Issue CFT documents to suppliers approved on the bidders' list
  • Liaise with bidders before the CFT closing date
  • Be the focus point for the CFT process
  • If required, launch the supplier qualification (including due diligence) process & ensure finalization before award
  • Conduct the contractual/commercial bid analysis and negotiations in line with the CFT evaluation tables and strategy
  • Elaborate the recommendation to award (RTA) and get it approved as per the internal delegation of authority (DoA), by the CATMAN, the contract committee, and/or other boards as applicable
  • Prepare presentations and participate in the contracts committee for his/her own files
  • Request for RTA partners’/authorities’ approvals and follow/register approvals received
  • Establish the final contract or service PO and submit it for signature in compliance with DoA and Internal procedures
  • Ensure correct and complete handover of contracts to all technical entities concerned
  • Ensures effective management and proactive oversight of contract management activities for assigned files
  • Monitor the status of contracts and long-term POs under his/her stewardship by anticipating renewals/contracting strategy
  • Ensure the launch of contract/PO renewals/amendments whenever relevant & necessary to ensure continuity of operations
  • Ensure the settlement of claims and lawsuits with contractors with the support of legal, insurance or tax entities
  • Fill up contracts databases (Agora, SAP, etc.) in a timely manner with the progress of the activity
  • Launch and participate in the periodic assessment of strategic suppliers during contract execution and contract closure reports in liaison with the technical entity
  • Ensure correct contract handovers to contract users
  • Ensure contract archives are filled at the end of the contract award process
  • Ensures compliance of all service-related activities with the company’s contractual and purchasing policies, as well as applicable laws and regulations, with a focus on ethics and transparency
  • If necessary, ensure the suppliers'/contractors' qualification (including due diligence) process is done before RTA/PO
  • Ensure the use of the contracting documents and procedures to comply with the standards of the company
  • Ensure the application of general terms and conditions for services or the use of “localized” TGP standard contracts, especially as it concerns complex, high-value, high-risk services
  • Demonstrates personal adherence to internal procedures and sets a positive example for others
  • Maintains continuous alignment with H3SE company rules, procedures, instructions, and applicable legislation
  • Takes proactive measures to prevent immediate threats or hazards, exercising necessary caution to protect personnel, installations, and the environment
  • Reports any incidents, including anomalies, unsafe acts, near misses, damage, or injuries, while ensuring safety and preventing pollution

Key Accountabilities
  • Manage the contracting processes, delivering the best quality on time and at the optimal cost for the affiliate
  • Participate in the improvement of contracting practices
  • Successfully prepare, negotiate and administrate a broad range of complex, technical & high value/risk contracts/services PO
  • Ensure technical entities’ requirements satisfaction to avoid any shortages of services
  • Use of contractual terms
  • Ensure competition and transparency in all contracting processes

Requirements
  • Holds a diploma (BAC+5) or recognized equivalent professional experience.
  • Professional experience: 3–5 years in services purchasing and contracts within the oil & gas industry
  • International experience: Preferred but not mandatory
  • Possesses intermediate technical competencies in contracts and procurement
  • Holds certification in relevant C&P tools
  • Demonstrates basic management skills with advanced interpersonal, problem-solving, and planning abilities
  • Capable of organizing, coordinating, and controlling activities effectively
  • Strong negotiation and professional writing skills
  • Proficiency in English and Arabic is required
