MSELECT is looking to hire a Senior Technical Safety Engineer for an international oil and gas operator in Erbil. Candidates must have a minimum of 10 years of international experience in safety engineering consultancy or oil and gas HSE projects and be fluent in English.

OBJECTIVE

Operate within and promote Company’s core values and HSE culture. Provide experienced judgement and technical insight to corporate, assets and field operations as technical subject matter expert for safety engineering and related technical standards and work practices. Identify, monitor and benchmark safety engineering and related technical work.

KEY ACCOUNTABILITIES

  • Lead safety engineering studies, modelling, major accident hazard and HSE risk management e.g. QRA, HAZID, HAZOP, PHAST, SIL, Bow-ties, safety case, risk reduction planning, safety critical elements, performance standards, loss prevention philosophy, fire/explosion consequence modelling, hazard effect contours, flare radiation and dispersion studies

  • Monitor, evaluate and reduce risk across corporate, exploration, development, projects, wellheads, drilling rigs, production facilities, tanker loading station, construction

  • Develop strategies and plan to build major accident hazard management capability, including delivery of training and awareness programs

  • Lead technical management of change process - procedures, coordination, evaluation, acceptance, audit, close-out

  • Provides safety engineering inputs to all departments - production, projects, facilities, maintenance, engineering

  • Support environment engineering, improvements, KPI’s and reporting as per ESG strategy

  • Maintain process safety and asset integrity risk register, action plans, KPIs and related reporting processes

  • Participate/ lead preparation of tender bid scope and evaluation

  • Participate/ lead audits, incident investigation etc. as functional expert/team leader

  • Responsible for the facilitation and quality output of work done by contractors

  • Frequently travel to field operations in support of the role

  • Integral HSE team member leading company’s culture and continual improvement journey


KEY SKILLS AND EXPERIENCE

  • 10+ years international experience in safety engineering consultancy or oil and gas companies HSE/ Project teams

  • University Graduate in Engineering (Chemical Engineering or equivalent)

  • Knowledge of industry safety engineering, process safety and asset integrity best practices, operation maintenance, inspections and national and international legislation

  • Experienced in HSE risk assessment e.g. QRA, HAZID, HAZOP, PHAST, SIL, Bow-tie

  • Experienced in QRA studies and consequence modelling for fire, explosion, dispersion, radiation, noise

  • Experienced with Brownfield / Revamp projects

  • Fluent in English (reading, writing and speaking)

  • Working knowledge of MS Office and HSE Risk management software e.g. HAZOP, PHAST, Safeti, BowtieXP

  • Apply technical knowledge to innovate, design, and develop

  • Able to understand, evaluate and apply technical information

  • Define the approach for the proper implementation into design of the HSE requirements

  • Guide the engineering and process disciplines to the implementation of law

  • Perform risk assessments and reviews of the design

  • Prepare the Design HSE documentation

  • Good problem-solving ability and a pragmatic flexible approach

  • Be able to work in remote location with minimum corporate support


INTERNAL & EXTERNAL INTERACTION

  • The position is expected to work closely with relevant departments – projects, engineering, facilities, exploration, drilling, production, maintenance, asset integrity

  • The position will represent Company as technical subject matter expert with Partners, Contractors, Regulators, Industry Associations
