mselect is looking to hire a Senior Facilitator for an international organization in Baghdad, Iraq. Candidates must have at least 3 years of relevant field experience. Fluency in English and Arabic is a must.

ROLE PURPOSE
Facilitator is expected to carry out a range of duties, as outlined below, to support work in critical area on monitoring data collection for WASH facilities in health care institutions throughout Iraq and programmes in areas that are not accessible to the staff. Facilitators are identified among Iraqi citizens with specific experience and a thorough knowledge of the territory in which they operate, based on their residency and/or work experience.

KEY RESPONSIBILITIES
  • Support the implementation of WASH and environmental services survey in Health care facilities
    • Provide technical support to the MoH staff on collecting data operation through the KOBO survey form
    • Provide technical support to the MoH staff in cleaning and validate the collected data
    • Provide technical support in finding out the best methodology of data analysis and writing the final result report including the gaps and required recommendations
  • Support the implementation of WASH-FIT tool in selected 200 HCFs by MOH
    • Provide technical support on implementing the tool, maintain the documentation forms, and support data entries to fill in the required information properly
    • Provide the technical support to make sure the information flows through the governmental structure properly and provide recommendations for the best monitoring system
    • Support MoH staff on the information management system to control the data from the downstream level to the top level and recommend suitable control
    • Provide capacity building for the MoH staff for more understanding of the implementation of the WASH- FIT tool
    • Reporting any actual or potential deviation from implementation plans through a report following the required format, and at a frequency guided by the duration of the project
    • Any other programme specific related task assigned by supervisor
    • Provide the technical support to analyse the entire information and transmit the bulk data to be more usable for the decision-makers
    • Immediately following any field visit to directorate of health in Baghdad, the facilitator produces a field trip report according to a standard format and submits the report to his/her supervisor, and if requested, the facilitator also provides immediate update to his/her supervisor by phone/email
    • Monitoring the overall performance of project/programme implementation

QUALIFICATIONS
  • Residence of facilitator should be in Baghdad
Education:
  • University degree in a field related to the scope of work. For WASH programme, At least B.Sc. degree in Engineering and economy or related specialty is an asset
Experience:
  • At least three to five years of progressively responsible relevant work experience in project/programme management, monitoring and reporting
  • Experience working with NGO programmes/projects is an asset
  • Experience in collecting and compiling quantitative and qualitative data is an asset
Languages:
  • Fluency both verbal and written in English and Arabic is an asset. Local language of the area where the Facilitator is to be deployed is essential
Required Competencies:
  • Excellent Negotiations skills with and administrative influence on the authorities/counterpart departments and partners
  • Excellent analytical skills, including the ability to analyse diverse and complex information from a wide range of sources to make analytical statements to inform decision-making
  • Good report writing skills
  • Capacity to work in the Ministry of Health under stressful conditions and strict deadlines
  • Good communication and networking skills, including the ability to work in multidisciplinary teams as well as establishing and maintaining close working relationships with a variety of implementing partners and counterparts at different levels
  • Good computer skills, data analysis, including experience with various software applications
