Key Responsibilities
- Responsible for all quantity survey activities connected with offshore facilities' detailed design, procurement, fabrication and offshore epic projects, including validation of material take-offs (MTO), bill of quantities (BOQ), man-hour estimates based upon the contracted scope of work and scope changes (management of change (MTO) process)
- Collaborate with the Senior Cost Engineer with all MoC-related quantity and cost estimate tasks pertaining to the epic execution during the detailed engineering, procurement, fabrication and offshore phases
- In consultation with the Senior Cost Engineer, determine applicable estimation strategy and unit rates to be used for cost estimates associated with the MoC process
- Review, negotiate, validate and endorse MTOs, BOQs, man-hour estimates, and cost estimates prepared by the epic contractor in relation to the MoC process
- Collaborate with & provide support to the Senior Planning Engineer with actual progress verification and endorsement of the epic contractor’s engineering, procurement, fabrication and offshore installation; hook-up; pre-commissioning and commissioning epic lump sum base scope progress; and MoC-related progress, including reimbursable and re-measurable works as applicable
- Collaborate with and provide support to the technical engineering team, senior project engineers, and other PMT members with MTO and man-hour estimation review and verification associated with the MoC process
- Assist the Senior COT Engineer and the Senior Planning Engineer with the validation of the value of work done (VOWD) associated with the contractor’s invoicing
Requirements
- Bachelor's degree in quantity surveying or engineering
- A minimum of 12 years’ experience in multi-disciplinary quantity surveying, specializing in offshore-related oil and gas petrochemical projects
- Practical experience in tenders, administration of epic lump sum or re-measurable contracts, BOQ preparation and estimation are required
- Should have exposure to SAP & MS Office applications
- Experience in working for the client and contractor in the engineering office, fabrication sites and offshore
- Excellent analytical skills, experience with contract scope and interpretation
- Experience working in multi-cultural environments is desired
- Good time management and organizational skills
- A high degree of literacy in the English language (written and spoken)
- Ability to work under pressure and tight time constraints
