MSELECT is looking to hire an Operations Manager for a power plant client in Erbil. Candidates must have a minimum of 15 years of experience managing thermal power plant operations. Fluency in English is a must; Kurdish and Arabic are plus.
JOB OBJECTIVE
Objective of this position is to ensure the technically correct, safe, uninterrupted and reliable operations of the Power plant.
Duties and Responsibilities:
- Development, control and management of execution of the yearly operation and production plan and management of day to day operation tasks of conventional thermal power plant
- Development, control and management of plans for diagnostic inspections of the thermal power plant
- Development, control and management of implementation of actions to upgrade the thermal power plant facilities to the normative requirements based on the results of diagnostic surveys
- Provision of technical and methodical guidance to the business units in order to ensure reliable, uninterrupted and safe operation of the thermal power plant; firefighting and other protection facilities; technical actions for prevention and liquidation of emergencies
- Development of proposals on upgrade of the thermal power plant facilities in order to increase the availability and reduce technical risks, energy consumption and production losses in coordination with other departments
- Participation in emergency response actions, investigation of the emergency causes, development of preventive actions registration and analysis of shutdown of the thermal power plant
- Participation in development and coordination of plan and budgets in different planning horizons; analysis of planned vs actual budget performance indicators
- Preparation and submission to the management of reporting operational documents in compliance with the company’s requirements
- Participate in the development and control over compliance to the internal normative documents within the assigned competence
- Organization and control of cost saving actions through the effective use of the operational resources and rational organization of activities of the business units within the section of operations
- Interaction with the state bodies and local self-government authorities in the Kurdistan region within the assigned competence such as coordinating unit load scheduling, testing, status, outage plans and acts as primary interface with commercial operations for reporting unit status and capabilities
- Organization and control over the record keeping on availability and movements of the operational equipment, materials and stock by the employees of the business unit
- Support to the company management and participation in resolution in cases of disputes with the government authorities or business counterparts in relation to the acceptance, transportation and transfer of electricity, operation process parameters, quantity and quality of electricity, within the assigned responsibilities of the business unit
- Interaction with the plant manager on the organization of training and qualification upgrade of the subordinate employees for continuous improvement of the production efficiency and safety
- Interaction with the HR department and directorate business units to update the job descriptions, selection of candidates and nomination for new positions
- Responsible for all plant equipment and fuel handling operations
- Leads plant operations in alignment with safety, environmental and conduct of operations policies
- Actively supports and emphasizes importance of safety and environmental programs and ensures regulatory compliance
- Promotes productivity and teamwork in operations with open communication, timely decision making, and use of personal leadership skills to set high standards of performance while providing the direction necessary to achieve that performance
- Provides leadership in the LOTO program in order to promote safe operations and maintenance
- Monitors plant and unit performance, conducts root cause analysis, and leads investigations to develop and implement corrective actions in coordination with related departments
- Sets maintenance priorities and schedules maintenance for the plant in conjunction with the maintenance manager
- Provides regular feedback to employees on their performance to allow them to capitalize on their strength and focus on opportunities for improvement
- Develops, implements and revises operational policies and procedures to improve plant performance and ensure consistent operations between crews
QUALIFICATIONS
Education:
Bachelor degree in Mechanical or Electrical Engineering or higher education, preferably in facilities and operation of conventional thermal power plant systems or similar
Experience:
- (15+ years) experience in managing Power plant operation, Thermal power plant
- Proven experience of operating SIEMENS steam turbine type SST 700 and SST 900 and SIEMENS generators
- Proven experience of operating HFO fired boilers and all related systems
- Shall be familiar with types of Hot, Cold & Warm start- ups and shut downs of thermal power plants and all BOP equipment and Boiler operation, protection and Auxiliary
- Shall have a deep knowledge of Operation, Heat balance diagram
- Shall have a deep knowledge and experience in operating turbine control and DCS Systems
- Good knowledge of Ash Handling System ESP, FGD and GAH
Computer skills:
- Proficiency in using standard office software such as MS Windows, MS Office and/or equivalent
- Proficiency in using modern communication tools such as Internet, e-mail, mobile phone, telephone / video conferencing, instant messenger systems
- Applied engineering, project management, maintenance and integrity management software (Project Manager, CMMS, etc)
Language skills:
- Effective written and oral communication skills of English Language
- Kurdish and Arabic are plus
