MSELECT is hiring a Network Section Head for an international oil and gas operator in Basrah. Candidates must have at least 4-6 years of relevant experience in the oil and gas industry. Fluency in English is a must.
 

Job Objective

To ensure smooth operations of Company communication systems, including local area networks (LANs), wide area networks (WANs), network segments, intranets, and other data communication systems. To installation, support, security, and monitoring of all network and communication devices. Engage with Govt Authorities for all necessary approval mainly related to IT department or as per company requirements

 

KEY ACCOUNTABILITIES

IT Network and Communication Requirements

  • Supervise and define the strategy for efficient and robust communication system as per company growing needs. Design and Implement network infrastructure the supports day to day business needs Assess user requirements related to the IT network and communication systems and coordinate with assigned teams and IT units across different assets site to design/develop and effectively deploy network solutions to improve business processes
  • Define and Manage the establishment/deployment of network specifications according to business requirements and Company/industry standard through project management methodology

Network Installation and Configuration Administration

  • Supervise and guide for installation and monitoring of all the aspects and components of network connectivity, and telephone systems in order to ensure smooth operation and to rectify any problems or incorrect usage
  • Define policy and strategies for efficient use of network resources
  • Ensure security of company data by implementing latest technologies to overcome internal and external security threats
  • Perform tasks in full compliance with the company corporate and local IT Policies and Procedures
  • Plan and execute the selection, installation, configuration, and testing of all network and communications-related infrastructure/equipment
  • Responsible for network performance tuning; troubleshooting network problems; escalating as required
  • Engage with external stakeholders specially but not limited to Govt Authorities for all necessary approval required by company for any IT matter
  • Ensure timely submission of different reports and documents to authorities related to IT department as per their need
  • Make all possible efforts to get all necessary license from different ministries as per business requirements to ensure business compliance

Routine Monitoring

  • Monitor all network infrastructure and system performance (routers, switches, firewall, IPS, wireless LAN controllers, Wi-Fi Access points and QOS)
  • Monitor and evaluate network performance issues including availability, utilization, throughput, and latency
  • Conduct the routine monitoring of the network and communication systems hardware eg, active network gear, switches, routers, firewall and remote access and configuration standards for server and workstation hardware, server operating systems and directory systems to facilitate compliance with defined standards

Systems Maintenance

  • Ensure regular periodic and preventive maintenance operations for network and communication systems, as scheduled, and when required to ensure their reliability and efficiency to carry out daily work activities 
  • Undertake appropriate changes and Network tuning in order to ensure optimum performance

Risk Management Procedures

Define, Implement and test the efficiency of disaster recovery procedures with respect to networks so that they can be reinstated in a timely and integral manner without any loss of data in the event of a disaster scenario and report results to management

Policies, Systems, Processes and Procedures

  • Contribute to the identification of opportunities for the continuous improvement of systems, processes and practices to increase productivity and operational efficiency

  • Implement all relevant policies, processes, procedures and instructions so that work is carried out in a controlled and consistent manner

  • Accountable/responsible for network security through enabling access control as set by corporate function leadership, monitoring compliance, and maintaining documentation of network security standards

Minimum Qualifications:

  • Diploma/ Bachelor’s in Computer Science, Computer/Management Information Systems, Communications and electronics or related field(s)
  • Recognized certifications in Systems/Networks Engineering

Minimum Experience:

  • Minimum of 6-10 years of experience in the Oil & Gas industry, preferably in Network and Communication Administration function for Diploma Holders and 2-4 years for Bachelor’s

Required Certification/Licensure:

  • CCNA CISCO Certified Network Associate - Routing & Switching or Voice
  • CCNP CISCO Certified Network Professional - Routing & Switching or Voice or Security
  • MCSA Microsoft certified System Administrator or MCA Microsoft Certified Professional (Microsoft Certified or Course Completion Certificate)
  • Certification for industry-standard IT Service Delivery or Enterprise Architecture Framework is a plus

Job-Specific Skills:

  • Expertise in a range of computer systems & network equipment including (but not limited to): voice, video and computing networks
  • Efficient communication skills to deal with different authorities and vendors
  • Skillful in installing, configuring, and maintaining personal computing devices, network infrastructure (and related security systems), and applicable software applications
  • Knowledge of local Government copyright laws as they pertain to the use of computer software
  • Ability to quickly diagnose and resolve computer network malfunctions, escalating as required
  • Knowledge of industry standard IT Change & Incident Management procedures
  • Complex problem-solving and customer engagement skills
  • Proven ability to work and make decisions in high-pressure environment in which business priorities can and do change quickly
  • Proactive self-starter, with ability to work both independently and as part of a team
