MSELECT is looking to hire a Mechanical Department Head for a power plant client in Erbil. Candidates must have a minimum of 15 years of experience as a mechanical engineer, with 5 years in Thermal Power Plants. Fluency in English is a must, Kurdish and Arabic are plus.

Job Objective
Main objective of this position is to organize and manage the fault-free and technically sound operation and reliable performance of the mechanical parts, equipment and machines, in order to achieve the maximum availability as well as maintenance of the referenced equipment in proper working condition at reasonable costs.

Duties and Responsibilities

  • Management of the Mechanical Facilities and Equipment in Mechanical Department of the plant, including functional control of the Mechanical Service and Maintenance Repair Teams within the conventional thermal power plant.
  • Organization of development and control over fulfilment of the schedules of inspections, testing and planned preventive maintenance and repairs of mechanical and process equipment, machines and ancillaries under operation in the plant.
  • Organization and control of maintenance between repairs, timely and high-quality repair and modernization of the mechanical and process equipment, and machines, work to improve their reliability and durability with a rational use of materials for the repair works.
  • Participation in the development of internal normative documents on repair of mechanical and process equipment, machines, material consumption on maintenance needs, preparation of cost estimates for carrying out repairs.
  • Preparation of requisitions and cost estimates for the purchase of materials and spare parts required for operation and planned repairs of mechanical and process equipment and machines.
  • Formation and management of field teams for the repair of equipment.
  • Preparation of proposals for the modernization of the mechanical and process equipment, machines, reconstruction, technical re-equipment of the plant, the introduction of the integrated tools of mechanization and automation of technological processes, environmental protection, participation in the development of plans for improving production efficiency.
  • Development and control over implementation of activities on prevention of unplanned stops, equipment, machines, extension service units and parts, overhaul periods, improve the safety of equipment, machines, improve the reliability of its operation. organization of specialized repairs, centralized production of spare parts, components and replacement of equipment and tools.
  • Analysis of the reasons for the increased wear of equipment, downtime. development of measures aimed at reducing unplanned repairs and downtime.
  • Participation in the investigation of the accidents and equipment shutdowns, the development and implementation of measures for their elimination and prevention.
  • Provision of quality control of works on installation of equipment and machines, rational spending of funds for capital repair, proper storage and conservation of the equipment and machines in the warehouses (jointly with the Head of Warehouse)
  • Organization of record keeping and control over timely validation and presentation of the equipment, lifting machines and auxiliaries to the authorized Technical Regulatory Bodies.
  • Provision of technical support to the employees of other structural units engaged in maintenance and repair of mechanical and process equipment, machines, structures of the plant.
  • Interaction with system and equipment suppliers and maintenance/repair contractors within the assigned competencies.
  • Participation in the acceptance for works and services performed by contractors, as well as in the startup of the new systems and equipment within the assigned business area.
  • Development, control and management of a reporting and record keeping system within the assigned business area. submission of the reporting to the Maintenance manager.
  • Participation in the preparation of specifications for procurement of mechanical and process equipment, as well as the services from contractors.
  • Control over compliance with the Company's internal work regulations, requirements for industrial safety, labor protection, environment, data integrity measures by employees of subordinate units.
  • Directs, Supervises, guides and plans all Mechanical maintenance activities of power plant necessary for the plant to be operated and maintained within the operating parameters defined by plant design, including the safety & environmental management activity in the PP.
  • Guide the maintenance team on plant Mechanical maintenance activities, such as identifying, analyzing, and resolving conditions that can impact the power generation process,
  • Monitor and evaluate Mechanical equipment and system performance by examining the results of condition-monitoring devices, reviewing equipment failure history data bases,
  • Guide the maintenance team in Trouble shooting and repair of Mechanical works and provide further technical assistance to prevent and resolve Mechanical problems of the plants which is aimed in improving plant performance,
  • Participate in the coordinated effort to maintain a long-term view of plant performance, and foresees issues that could impact long-term plant performance, and develop strategies to address these issues,
  • Take first hand initiation in providing an all-round effort of Mechanical maintenance works proactively for the effective operations of the plant.
  • Provide information to plant maintenance in-charge and maintenance members regarding new technological advance of power engineering works and maintenance experience,
  • Lead comprehensive post-modification Mechanical testing so that Mechanical equipment necessary for safe and reliable plant operation will perform within established limits. The testing program includes a description of scope and responsibilities, scheduling mechanisms, test procedures,
  • Actively participates during use of outside experts, such as vendor representatives or other utility expertise, as necessary, to resolve plant Mechanical problems,
  • Leads in preparation of the technical specification during spare part purchase of Mechanical equipment of the power plants,
  • Participates in all other Mechanical engineering and technical supports to be given for the plants as and when required by the Engineering Support Work Unit,
  • Prepares capacity building and refreshment training programs designed for the junior staff of the power plants,
  • Evaluate the monthly and other technical reports of the power plant and submit report to the Maintenance manager,
  • Prepare and submit work completion report to the Maintenance manager,
  • Supervises the implementation of the safety and environmental issues in the power plants,
  • Executes all instructions given by the Maintenance Manager regarding Mechanical maintenance activities of the power plants.


QUALIFICATIONS
Education

  • Bachelor degree in mechanical engineering or higher

Experience

  • 15+ years of experience as a mechanical engineer, with at least 5 years of experience in conventional Thermal Power Plants.
  • Experience in managerial positions in the area of operations, maintenance and repair of mechanical and process equipment of conventional Thermal Power Plants.
  • Practical experience in commissioning, start-up, operation, maintenance and repair of mechanical and process equipment.
  • Experience in drawing up statements of defects, passports, equipment manuals and other technical documentation.

Knowledge/ Skills

 

  • Knowledge of the applicable international standards, rules and best practices related to operation, maintenance and repair of the mechanical and process equipment in conventional thermal power plant industry.
  • Knowledge of equipment assembly, rules of operation and technology for commissioning startup, operation, maintenance and repair of equipment and machines.
  • Knowledge of the rules for acceptance and handover of the equipment after repairs.
  • Thorough knowledge of operation and maintenance of SIEMENS steam turbine and generator, HFO fired boilers, pumps, compressors, ash handling systems, FGD, ESP, HVAC systems piping, water treatment systems, Centrifugal fans, etc.
  • Knowledge of required relevant welding techniques and tests of high-pressure boiler parts and vessels according to international standards and experience in supervising similar installation works.
  • Self-starter, highly motivated, and able to handle work pressure and feedback.
  • Ability to plan, organize, and schedule assigned tasks.
Computer skills
  • Proficiency in using standard office software such as MS Windows and MS Office.
  • Proficiency in using modern communication tools such as internet, e-mail, mobile phone, telephone / video conferencing, messenger systems
Language skills
  • Effective written and oral communication skills of English Language
  • Kurdish and Arabic are plus
