MSELECT is looking to hire a Maintenance Manager for a power plant client in Erbil. Candidates must have a minimum of 15 years of experience as a mechanical engineer, with 5 years in maintenance management of Thermal Power Plants. Fluency in English is a must, Kurdish and Arabic are plus.

JOB OBJECTIVE
Main objective of this position is to organize and manage the fault-free and technically sound operation and reliable performance of the mechanical and process equipment, machines, structures of the conventional Thermal Power Plant Systems in order to achieve maximum availability as well as maintenance of the referenced equipment in proper working condition at reasonable costs.

Duties and Responsibilities

  • Management of the Maintenance Service of the thermal power plant.

  • Organization of development and control over fulfilment of the schedules of inspections, testing and planned preventive maintenance and repairs of mechanical, electrical and I&C of the process equipment, machines and ancillaries under operation in the plant.

  • Organization and control over the record of the availability and movements of equipment, machines, machine-hour accounting, preparation and execution of technical and accounting documentation. Preparation of lists of equipment, instruments and devices in need of capital repair.

  • Organization of participation of the representatives from the Maintenance Service in the inventory taking of the Company’s assets, identification of obsolete and worn-out equipment, Instruments, facilities, requiring capital repairs or subject to write off. Planning the sequential order of repair works.

  • Development and control over implementation of activities on prevention of unplanned stops, equipment, instruments, extension service units and parts, overhaul periods, improve the safety of equipment, instruments, improve the reliability of its operation, organization of specialized repairs, centralized production of spare parts, components and replacement of equipment and tools.

  • Analysis of the reasons for the increased wear of equipment, downtime, development of measures aimed at reducing unplanned repairs and downtime.

  • Participation in the investigation of the accidents and equipment shutdowns, the development and implementation of measures for their elimination and prevention.

  • Provision of quality control of works on installation of equipment and machines, rational spending of funds for capital repair, proper storage and conservation of the equipment and machines in the warehouses (jointly with the Head of Warehouse).

  • Organization of record keeping and control over timely validation and presentation of the equipment, lifting machines, instruments and auxiliaries to the authorized Technical Regulatory Bodies.

  • Participation in the expert review of the Terms of Reference, design and manufacturer documentation, vendor proposals, internal normative documents of the plant within the assigned business area.

  • Participation in the acceptance for works and services performed by contractors, as well as in the startup of the new systems and equipment within the assigned business area.

  • Interaction with the HR Management Division on the issues of organization of the qualification upgrade of the Business Unit employees by means of theoretical classes and practical trainings to perform the functions of the Business Unit.

  • Development, control and management of a reporting and record keeping system within the assigned business area, submission of the reporting to the Company Management.

  • Participation in the preparation of specifications for procurement of mechanical, electrical and I&C of the process equipment, as well as the services from contractors.

  • Jointly with the Director for Procurement, development, control and management of plans for supply and storage of tools, equipment and instruments,

  • Control over compliance with the Company's internal work regulations, requirements for industrial safety, labor protection, environment, data integrity measures by employees of subordinate units.

  • Managing electrical, I&C and mechanical preventive, corrective, productive, scheduled, forced and breakdown maintenance.

  • Following the preventive, corrective maintenance by using CMMS

  • Managing all required operational spare part for the three departments.

  • Lead the daily, weekly and monthly meetings.

  • Preparing all required procedures and reports like weekly monthly activities and incident.

  • Organization and control of maintenance between repairs, timely and high-quality repair and modernization of the process equipment, and machines, work to improve their reliability and durability with a rational use of materials for the repair works.

  • Participation in the development of internal normative documents on repair of mechanical, electrical and I&C of the process equipment, facilities, Instruments, material consumption on maintenance needs, preparation of cost estimates for carrying out repairs.

  • Preparation of requisitions and cost estimates for the purchase of materials and spare parts required for operation and planned repairs of the all disciplines and process equipment, machines and instruments.

  • Troubleshooting the problems and solve them.

  • Planned maintenance: make good preparation and arrange between the three maintenance departments to get high performance job.

  • Participate in Emergency response plans in coordination with all departments.


QUALIFICATIONS
Education

  • Bachelor degree in mechanical engineering or higher

Experience

  • At least 15 years of experience as a mechanical engineer, with at least 5 years of experience in managing the maintenance of conventional Thermal Power Plants.

  • In managerial positions in the area of maintenance and repair of mechanical, electrical and I&C of process equipment and instrument of conventional Thermal Power Plants.

  • Practical experience in maintenance and repair of mechanical, electrical and I&C of process equipment and instrument of conventional Thermal Power Plants.

  • Experience in drawing up statements of defects, passports, equipment manuals and other technical documentation.

Knowledge/ Skills

  • Proven experience with SIEMENS steam turbines (SST 700 and SST900) maintenance including major overhauls.

  • Proven experience with SIEMENS generators and their auxiliaries.

  • Proven experience with HFO fired boilers and their auxiliaries.

  • Knowledge of the applicable international standards, rules and best practices related to operation, maintenance and repair of the mechanical and process equipment in the conventional power plant industry.

  • General experience and knowledge with electrical systems (LV, MV and HV).

  • General experience and knowledge with control systems especially SIEMENS and EMERSON systems in addition to field instrument and metering systems.

  • Knowledge of equipment assembly, rules of operation and technology for commissioning startup, operation, maintenance and repair of equipment and machines.

  • Knowledge of the rules for acceptance and handover of the equipment after repairs.

Computer skills

  • Proficiency in using standard office software such as MS Windows and MS Office.

  • Proficiency in using modern communication tools such as internet, e-mail, mobile phone, telephone / video conferencing, messenger systems

Language skills

  • Effective written and oral communication skills of English Language

  • Kurdish and Arabic are plus
