mselect is looking to hire a Logistics and Warehouse Manager for an international oil and gas operator in Erbil. Candidates must have a minimum of 10 years of relevant international oil and gas experience and be fluent in English.
 
SUMMARY
This Logistics & Warehouse Manager field-based role will report to the Supply Chain Manager. The purpose of this role is to provide effective contract management, contract administration and contract assurance of Company’s direct contracts for in-field logistical and materials management services.
 
KEY ACCOUNTABILITIES
  • Development, implementation and monitoring of effective and fit for purpose KPIs within contracts, and which are aligned with BU and Group requirements for in-field logistical and materials management services
  • To be the single point of contact within the field operational environment for logistics and materials management
  • To be single point of contact for the review and verification of Company contractors and services providers ‘logistics and materials management documentation through each of the life-cycle phases (E&A, through Development and Operations and Maintenance [O&M])
  • Provides input into scope of requirements & contract strategies for C&P to develop and award infield logistics and materials management contracts,
  • Development and implementation of master data / inventory management,
  • Where contractors and service providers directly provide logistics and materials management solutions, ensure compliance with contract provisions through supporting contract owner(s) to ensure that all contracts operate in accordance with expected EHS, schedule, costs and service performance levels
  • Develops and implements appropriate infield logistics and materials management Operating Model (with specific emphasis on land transport, aviation, inventory and fuel management activities), to support E&A, Development and O&M phases
  • Review and monitor current infield logistics and materials management policies and procedures to ensure that Group and BU (as held in IMS) documentation and relevant legislation are being adhered to, and that Company benefits from the implementation and performance of industry best practices
  • Liaison with National Content and Social Performance field organisations to secure National & Local Content opportunities within field logistics and materials management activities to meet set targets at both Group and BU levels. Effective contract management of contractors and service providers to ensure compliance with contracted National and Local Content Development plans and manage non-compliances through application of the contract terms through C&P
  • Embedded land transportation coordinators, including performance reviews and feedback processes
  • Embedded vehicle inspection coordinators, including performance reviews and feedback processes
  • Embedded materials and inventory coordinators, including performance reviews and feedback processes
Day-today management and coordination of:
  • To provide safety assurance, compliance and best value in the coordination of infield logistics and materials management requirements (including all and any inspection and assurance requirements) to support KRI BU operations
  • Overall responsibility for lifting services contracts (for Company direct activity) and assurance around lifting services undertaken by contractors and service providers
  • Ensure BU SCM assurance plan is adhered to and all necessary audits and assurance reviews are conducted in respect of all field logistics and materials management activities
 
KEY REQUIREMENTS
  • Minimum 10 years proven experience in logistics and materials management. Experience in an Oil & Gas environment is required
  • Experience of major movement of hydrocarbons by truck’ as advantageous
  • Good English (both written and spoken) and numeracy skills are essential
  • Demonstrates skills and experience in a management and co-ordination role, particularly an ability to manage contractors and service providers to ensure contractual compliance
  • Experience in all or specific phases (E&A, Development and / or O&M) of a major oilfield development project(s) will be an advantage
  • Demonstrable skills and experience in the management of; vehicle fleets, rig moves, heavy lifts, fuel and aviation operations is required. Knowledge of the management of upstream oil and gas inventories is preferred
  • Knowledge of International Oil and Gas Producers (IOGP) recommended practices and their application in company procedures with respect to land transport, lifting management, aviation operations and materials management is required
  • Has previously supervised a work force and been responsible for their ongoing training and development as well as performance appraisals, objective setting and feedback processes
  • Experience working in Middle Eastern Countries is preferred
  • Knowledge of National Content and related obligations
  • Exposure to governmental transport agencies
  • Exposure to SAP, document management systems, MS Office and demonstrable ability to learn new software systems
  • Academic qualifications are advantageous
Internal & External Interaction:
  • Internally the candidate will be expected to work supportively and actively collaborate with all disciplines and functions whether in abroad or at any Company’s locations in the KRI
  • Externally the candidate will liaise directly with all relevant Company contractors including engineering, drilling, land transport, field logistics, materials management, Field inspection and assurance, Lifting Management, Maintenance & Repair, Fuel Supply, Freight forwarding and Aviation
  • Works independently with a minimal level of supervision and knows when to seek support
  • Active contributor to the decision-making process, able to deliver against agreed actions when decisions are made
  • Treats others with respect and acts with integrity
  • Engages with and contributes to the local community

This is a B2B position and the rotation will be 5 weeks in country / 4 weeks out of country.
