HSE Consultant

mselect is looking to hire an HSE Consultant for a Facilities Management Company in Riyadh, KSA. Candidates must have a minimum of 8 years of HSE experience, including supervisory duties and experience within facility management or high-end commercial, residential, or hospitality environments. Fluency in English and Arabic is a must.

Job Objective
The Project HSE (Health, Safety, and Environment) Consultant ensures that all project activities comply with applicable health, safety, and environmental regulations, standards, and project requirements. The role includes developing and implementing project-specific HSE plans, conducting risk assessments and audits, leading incident investigations, and ensuring personnel receive appropriate HSE training. The consultant also serves as a primary point of contact for project management and stakeholders on all safety-related matters.

Key Responsibilities
  • HSE Planning and Management: Develop and implement project-specific HSE plans, procedures, and strategies in line with company and client requirements
  • Risk Management: Conduct risk assessments (like HAZOP and HAZID) and identify potential safety and environmental hazards throughout the project lifecycle, from design to installation
  • Compliance and Auditing: Ensure compliance with all applicable local, national, and international HSE legislation and standards; Conduct and coordinate both internal and external audits of project sites and contractors
  • Incident Investigation: Lead and/or participate in accident and incident investigations, document findings, and ensure corrective actions are implemented and followed up
  • Training and Culture: Organize and conduct safety training for project personnel and promote a positive health and safety culture
  • Reporting and Communication: Prepare regular HSE reports for senior management and clients; Serve as the primary point of contact for clients on HSE issues
  • Emergency Preparedness: Assist in developing and coordinating emergency preparedness and response plans

Requirements
  • A degree in Science, Engineering, or a related field is often required, sometimes with additional professional qualifications in HSE and Fire & safety management systems
  • Minimum of 8 years of experience in a health, safety, and environmental role, often with a specific number of years in a supervisory capacity and in a relevant industry (e.g. facility management in high-end commercial and residential environments or high-end hospitality sector)
  • Proficiency in risk assessment methodologies and a solid understanding of relevant HSE legislation and international standards (e.g. ISO 45001, ISO 14001)
  • Strong communication, leadership, and problem-solving skills, as well as the ability to collaborate with various teams, including project management, engineering, and external clients
