MSELECT is looking to hire an HR Director for a major construction client in Erbil, candidate must have at least 8+ years’ experience in human resources management, fluency in English, Kurdish and Arabic is a must.
 
Key responsibilities
  • Set up a comprehensive human resources function, including but not limited to manpower planning, needs assessment, job evaluation, recruitment, hiring, talent acquisition, performance management, productivity monitoring, compensation planning, benefits management, salary administration, leave management, training and development, counselling, grievance redressal, dispute resolution, investigations, employee relations, succession planning, occupational health and safety, recognition and morale, retention, human resources internal audit, manpower audit, Human Resource Information System, and records management
  • Be responsible for the human resources management function
  • Provide technical and professional support to the HR heads of the subsidiaries and associated business units
  • Contribute to strategic decision making
  • Ensure the accuracy and integrity of personnel information of all the employees by supervising the maintenance of personnel records, and reviewing personnel actions for application to the employee database
  • Ensure consistent and equitable application and enforcement of internal regulations, policies, procedures and government regulations throughout the organization
  • Prepare manpower budget and monitor the compliance thereof, analyse variances, and advise the management about corrective action
  • Monitor the manpower costs, and advice the management regarding cost control
  • Develop and implement Management Information System, prepare and provide timely and accurate management reports regarding human resources, and meet the information needs of the Board and senior management, and for this purpose conduct research and analysis of organizational trends including review of reports and metrics from the Human Resource Information System, and establish secure and confidential databases for all aspects of human resources management.
  • Develop and implement internal control systems regarding human resources and frame and regularly update policies, procedures and regulations regarding human resource function following best practices
  • Advise all the stakeholders about the applicable human resource policies, procedures, and regulations, and provide training and technical support in this regard to the supervisory staff of the other departments
  • Advise the employees, supervisory staff and management regarding performance and disciplinary issues, administer disciplinary and grievance procedures consistently, listen to the concerns of employees and supervisors, conduct investigations as needed, and recommend a plan of action
  • Promote effective employer-employee relations
  • Facilitate a work environment that encourages knowledge of, respect for, and development of skills to engage with those of other cultures or backgrounds
  • Improve organizational effectiveness and productivity by identifying and meeting the staff development and training needs, and provide opportunities for job-related skill development
  • Inform the stakeholders about the promotion decisions, salary increases, terminations, succession planning, and other personnel actions
  • Assess risks from human resources perspective, keep the management apprised of such risks, and prepare and update risk register
  • Implement Human Resources Information System (HRIS), and ensure that requisite internal controls are built into the system
  • Ensure compliance with the applicable laws of the Kurdistan Regional Government, and other statutory bodies in so far as it relates to the human resources function
  • Analyze contracts, agreements and MOUs from human resources perspective, and ensure compliance thereof in so far as it relates to the human resources function
  • Prepare reports and other documentation, as may be required in terms of the agreements and contracts, or by the statutory bodies
  • Liaise with key internal and external stakeholders, subsidiaries, associated business units, business partners, auditors, banks and government authorities
  • Represent the department in inter-departmental and other committees
  • Provide leadership to the team members, and ensure effective management, development and mentoring of the subordinate staff
  • Remain competent, and maintain knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management and employment laws, and apply this knowledge to make changes in policies and procedures, and update the senior management about such changes
  • Prepare annual plan for the Human Resources Department, and ensure compliance thereof
  • Develop and implement departmental budget
  • Ensure confidentiality at all times in line with the organizational policy and the instructions of the management
  • Take on additional areas of responsibility, as may be required by the Line Manager from time to time.

Qualification and specification 
  • MBA/Master’s degree in Human Resources Management with 8+ years’ experience in human resources management, out of which 3+ recent years in leadership position in a mid-level organization; Chartered MCIPD / SPHR / SHRM-SCP or similar certification is a plus; experience in setting-up the department in a start-up is a strong advantage; experience in a holding company or Group is desirable; experience in the Middle East is preferred
  • Utmost integrity, and ability to keep confidentiality
  • Ability to work closely with the Board and senior management
  • Thorough knowledge of employment-related laws and regulations or the ability to quickly digest the laws
  • Excellent analytical skills, and an eye for detail
  • Excellent command of English, including writing analytical management reports; knowledge of Kurdish and/or Arabic is a strong advantage
  • Expertise in writing Human Resources Manual, policies and procedures
  • Good experience in working with HRIS systems (Oracle is preferred) and MS Office Suite; experience in first-time implementation of ERP systems is highly desirable
  • Excellent leadership and supervisory skills
  • Strong interpersonal and negotiation skills, organizational and problem-solving skills and ability to communicate effectively
  • Ability to interpret laws, understand nuances, and analyze contracts
  • Ability to lead and manage change, multitasking and work under pressure
