mselect is looking to hire a Head of Major Contracts Unit for a consultancy client in Erbil. Candidates must have a minimum of 10 years of commercial or extensive relevant procurement and supply chain experience. Fluency in English and Kurdish is a must.

Job Objective
Head of Major Contracts Unit oversee projects performed in partnership between one organization and another. They are responsible for coordinating every aspect of the project from reviewing and approving contract terms to coordinating deadlines, approving budgets and more.

key Responsibilities
  • The Head of MCU will work closely with the stakeholders to monitor procurement process compliance for key projects
  • Collaborate effectively across different contract directorates
  • The Head of MCU will be responsible for saving money on major contracts either through new procurement activities or re- negotiating existing contracts
  • Arrange joint procurement exercises
  • The Head of the MCU will be authorized to assume control of a procurement process for any major contract, subject to the necessary approvals
  • Oversee evaluation committees for major contracts to ensure best supplier outcomes
  • The Head of MCU will ensure that commercial objectives are aligned with relevant government policies and objectives
  • They will work according to the contracts and procurement laws, rules and regulations and will recommend possible amendments to rules and regulations and decrees when needed
  • Identify opportunities to improve the procurement process and contracts to achieve the best value for money
  • Provide advice and guidance to the stakeholders relating to the design of contracts
  • Will lead key negotiations with suppliers
  • The Head of MCU should be aware of the international market to negotiate financial and operational terms of contract with international suppliers
  • The Head of MCU will work on activity-based costing, life cycle costing and spend reduction strategies

Qualifications
  • Master’s degree in Finance, business and management, supply chain, business administration
  • 10 years and above of commercial experience or extensive relevant procurement and supply chain experience
  • Strong leadership and people management skills
  • Ability to demonstrate a solid understanding of legal contract and procurement terminologies
  • Ability to demonstrate superior organizational skills, and the ability to manage multiple projects and meet deadlines
  • Excellent creative problem-solving abilities
  • Strong conflict management skills
  • Strong negotiation skills and relationship management skills
  • Proven experience in risk management when it comes to supplier selection
