mselect is looking to hire a Contracts and Procurement Analyst for an international oil and gas operator in Erbil, Iraq. Candidates must have a minimum of 5 years of experience in contracts and procurement. Fluency in English and Kurdish is a must.

Job Objective
The Contracts and Procurement Analyst is responsible for supporting the entire procurement cycle to ensure all activities for supplying all materials, works and services as required to support Project development, operations and support, according to directives from the end user department and contract holders.

Key Responsibilities
  • Support the development of standard contracts, contract templates, and frame agreements
  • Assisting with callouts/call-offs against established contracts
  • Preparing contract amendments, change orders, managing change orders, and managing contract claims as directed
  • Assisting in negotiating contract commercial terms, ensuring they meet requirements of internal stakeholders (i.e. Legal, Human Resources and Technician) and company standards
  • Assisting in assigning contract numbers, uploading the fully executed contracts
  • Supporting maintenance of detailed electronic and paper records of all Supply Chain/Contracts & Procurement activities according to standards and systems
  • Coordinating with the Finance Department to make sure invoices of contractors/suppliers are paid according to contract terms
  • Assisting in technical and commercial bid openings
  • Supporting end-user departments/contract Holders to develop procurement plans associated with project schedules and budgets
  • Supporting the prequalification process of suppliers/contractors
  • Assisting in developing RFI (Request for Interest/Information, RFP (Request for Proposal), ITT (Invitation to Tender)
  • Support the development of the criteria for the commercial evaluation of proposals
  • Support the development of commercial evaluation and RTA (Recommendation to Award)
  • Ensuring payment procedures and cost control guidelines are adhered to
  • Preparing import and export letters and obtaining approval for purchased and rented equipment
  • Learning and developing expertise with SCM software systems
  • Other duties as may be requested from time to time

Requirements
  • Professionally qualified with a minimum of 5 years of experience in contracts and procurement
  • Software skills (Office, especially Word and Excel)
  • Language requirements: English & Kurdish - must speak, read, and write fluently
  • Strong attention to detail, good organizational and teamwork skills
  • Ability to work in a diverse cultural environment
  • Flexible to handle the demands of an international organization with 24-hour operations
  • Displayed characteristics of the organizational culture, which are ethics, integrity, honesty, trust, teamwork and collegiality
