Job Purpose
We are looking for a proactive and detail-oriented Bids & Proposals Specialist to support the end-to-end development of proposals for local defense and security opportunities in Qatar. Reporting to the Bids and Proposals Manager, you will be a key contributor in preparing compliant, compelling, and competitive bids that align with Qatar's defense procurement requirements and local business objectives.
Key Responsibilities
- Support the full proposal lifecycle for local opportunities, from initial tender analysis and planning to final submission and documentation
- Assist in interpreting and analyzing RFPs, RFQs, and RFIs to ensure compliance with local defense procurement rules, terms, and conditions
- Collaborate with technical, commercial, legal, and program teams to gather inputs and consolidate content for proposal development
- Draft, edit, and format proposal content, including technical responses, management plans, past performance, and compliance matrices Arabic language skills are an advantage for reviewing and formatting bilingual submissions, but are not essential
- Maintain and update the proposal library, including templates, case studies, certifications, and standard language tailored to Qatar’s defense sector
- Help ensure proposals meet local In-Country Value (ICV) and offset requirements
- Participate in proposal review meetings, prepare submission packages, and ensure on-time delivery of bids
- Assist with post-submission activities such as clarifications, presentations, and contract handover support
Requirements
- Bachelor’s degree in business administration, Engineering, Communications, or a related field
- Minimum of 5 years of hands-on experience in preparing bids, proposals, or tenders, preferably within the defense, aerospace, security, or government contracting sectors
- Demonstrated experience working on government, military, or semi-government tenders is essential
- Excellent writing, editing, and communication skills in English Arabic language proficiency is preferred but not essential
- Knowledge of defense procurement regulations, commercial terms, and compliance requirements
- Ability to manage multiple tasks, work under tight deadlines, and collaborate effectively in a team environment
