mselect is looking to hire an Application and Information Systems Section Head for an international oil and gas operator in Basrah. Candidates must have a minimum of 8-10 years of experience of Application Domain in the oil and gas industry. Fluency in English is a must.

Job Objective
To manage and provide expert guidance for delivery and support of all applications comprising specialized technical and business systems. To manage and support the delivery of all Information Systems-enablement projects, provision, and implementation of third-party and in-house developed business applications as well as the development of corporate Intranet, Internet and Extranet Portals and e-business solutions to achieve the client’s business objectives in accordance with all applicable international Oil/Energy & IT industries’ best practices.


Application Portfolio:
  • Ensure the availability of company’s applications portfolio with 99% uptime
  • Design, define the strategy for efficient utilization of software for business requirements
  • Supervise all applications implementation projects
  • Guide the development of the architecture of new application or any major enhancements to the existing ones, and review the design, in order to ensure the application interfaces, connectivity with other systems, compatibility, etc. are covered in the design
  • Supervise the identification and selection of appropriate operational plans to update applications and software and develop new comprehensive designs that meet all technical requirements
  • Manage the analysis, design, and development of all in-house and third-party Business Systems by following the Systems Development Life Cycle (SDLC) and utilizing the all-available resources to meet specific business requirements
  • Collaborate with IT Operations/Systems Administrators to ensure regular backup mechanisms for the applications/products data are in place to avoid loss of any information/ data used by the system
Application Maintenance:
  • Perform regular assessment of follow-up procedures for applications and software used to ensure that weaknesses are identified, reformed and enhanced
Application Development Documentation:
  • Ensure the documentation of the results of applications and software development projects and organize the storage of documents and files to ensure their preservation in accordance with the approved archiving procedures
  • Lead the migration of all newly acquired, newly developed, or upgraded software solutions onto the production environment
  • Monitor the activity closely to ensure smooth integration with the existing landscape and resolve any issues that arise to minimize the system downtime
User Training:
  • Develop/deliver end-user training and user acceptance testing of all newly acquired, newly developed and/or upgraded applications in collaboration with the stakeholder community and IT teams to enable transfer of knowledge on the application and ensure that the users’ requirements are met and they are satisfied
Vendor Relations Management:
  • Manage relationships with application vendors for all matters related to the application licenses, performance, technical documentation and manuals, feature requests, issues, etc. in order to enable a collaborative work environment and quick support which meets or exceeds company`s requirements
Policies, Systems, Processes and Procedures:
  • Identify opportunities for the continuous improvement of systems, processes and practices to increase productivity and operational efficiency
  • Under the supervision IT Manager, develop (where required) & implement all relevant policies, processes, procedures and instructions so that work is carried out in a controlled and consistent manner
  • Ensure compatibility and consistency with existing IT architectural and enterprise standards by coordinating with the IS&T Governance Framework/Demand Council, and customer business units to align with corporate strategic objectives
Health, Security, Safety and Environment:
  • Follow all relevant company’s health, security, safety and environmental policies, processes, procedures and instructions to ensure Health and Safety compliance in all aspects of work by applying them on self, others and corporate assets
  • Contribute to the preparation of timely and accurate reports to meet IT section requirements, policies planning, and governance-related requirements

Minimum Qualifications:
  • Bachelor’s degree in Information Technology discipline (e.g., Computer Science, MIS, CIS) or equivalent combination of education, technical certifications/training or work experience
  • Certification in at least one IT Service Delivery/Enterprise Architecture Framework (e.g, ITIL, TOGAF)
Minimum Experience:
  • Minimum of 8-10 years of experience of Application Domain in the Oil & Gas Industry
Desirable Certification/ Licensure:
  • MCST SharePoint 2010/2016, Configuration. (Microsoft Certified Technology Specialist)
  • MCST SharePoint 2010/2016, Application Development
  • MCST System Centre Configuration Manager 2012, Configuration
  • MCST SQL server
  • Internal Auditor – Quality Management System ISO 9001-2008
  • Advance Programming in C++, Visual Basic, Csharp, html and
  • Knowledge of ERP System
  • Knowledge of general/standard features/behaviour/validation of vendor application portfolio
  • Skilful in relational database administration & content management systems
  • Skilful in a range of information systems (e.g., SQL/PL SQL, Application/Reports Development Tools, BI Tools, MySQL, SAP, Oracle and another related database software)
