Key Responsibilities
- Support the contractor to identify and submit the QA/QC documents (ITPs, QCPs, Welding/NDT/HT/painting and other test procedures, MARs,) in line with the construction program, their timely review and approval
- Assist the functional supervisor in the review/approval of relevant QMS, engineering, & procurement documents, implementation of quality programs, and resolution of discipline matters escalated to the project management
- Ensure implementation of project QA/QC requirements at the project site and suppliers/sub-contractors’ works, complying with the project specification and other technical requirements
- Organize pre-activity review meetings, attend quality walk-through and QA/QC weekly meetings
- Undertake surveillance of on-site and off-site structural/piping/pipeline shop and field fabrication/equipment erection and associated inspection & testing activities, surface preparation & painting activities, identify potential or actual non-conformances and direct the contractor in taking necessary corrections, corrective and preventive actions
- Initiate or ensure initiation of NCRs for the recurrent surveillance observations and non-conformities, and coordinate/follow-up for RCA/correction/corrective/preventive action proposals and timely close out
- Monitor the progressive compilation of material test certificates and construction records and their traceability
- Monitor and verify the implementation of the preservation management system
- Ensure the contractors maintain, update, and publish the IMTE registers on a regular basis, and calibration records are maintained
- Ensure appropriate systems/processes/procedures/computer database established by the contractor to maintain the Inspection and Test status during pre- fabrication, field erection, testing and statistical analysis of the data
- Monitor the KPIs, special processes and personnel performance
- Participate in project QHSE audits and pre-qualification audits of vendors/suppliers/sub-contractors; Conduct ITP/QCP/MS/process/activity level compliance audits/checks
- Monitor contactor/sub-contractor/third-party inspectors & engineers and subordinates, performance, provide necessary support/guidance and report to the functional supervisor
- Implements and enforces the elements of the quality management system requirements applicable to the role
- Exposed to construction site and prevailing climatic conditions at least 50% of the time
- Ensures personal safety and the safety of others who may be affected by business activities, whether under direct control or not
Requirements
- Bachelor’s degree in mechanical engineering (or Equivalent) from a recognized university
- IRCA Certified QMS Lead Auditor
- Welding Inspector Certification (CSWIP 3.1/AWS-CWI), Painting Inspector Certification (BGAS Grade-2/NACE Level 2) and NDT Level 2 Certification in RT, MT, UT and PT (ASNT/ACCP) are a must; Equivalent International Certifications acceptable
- Having an IIW-Welding Engineer/NDT level 3 and Certification in advanced NDT (PAUT, TOFD, Auto UT, etc) will be an advantage
- Professional membership/affiliations with recognized chartered or other professional institutions like ASNT/AWS/TWI/NACE/ASQ-CMQ&OE, MCQI-CQP or similar is desirable
- Minimum of 15 years’ experience in the construction of major greenfield or brownfield process plants (Refinery, NGL/LNG Plants, Petrochemical complex or similar) in the oil and gas industry; Experience in GCC is preferable
- Worked with major EPIC Contractors/End User in a similar position in major projects with overall responsibility for the Quality of Piping/Mechanical discipline Construction and Commissioning activities; Sound working knowledge on QA/QC aspects, testing requirements and acceptance criteria related to various Piping systems and Rotating/Stating Equipment and managing overall discipline’s QA/QC aspects in major Oil and Gas Projects
- Good knowledge in understanding and application of international Codes, Standards and practices relevant to the job function (ASME, TEMA, ASTM, API, ISO, AWS, BS EN, NACE, IOGP, Shell DEP, MESC spec, etc.)
- Sound working knowledge of QA/QC aspects, testing requirements, acceptance criteria related to Piping, Pipeline, Static and Rotating equipment and managing these Mechanical discipline activities in major Oil and Gas Projects
- Ability to work well and effectively communicate with contractor/Third Party/End user personnel and colleagues at all levels in a multidisciplinary and multicultural environment
- Hands on experience in preparation, review and approval of Quality Plans/ITPs/QCPs/MARs/Welding, NDT, HT, Painting and other test procedures; undertaking Inspection/testing activities related to Structural/Piping/Pipelines Pre-fabrication and miscellaneous Static & Rotating Equipment (Pressure Vessels/Exchangers/Tanks/Pumps/Compressors/Package Equipment etc.,) during Field Erection/installation, Testing, Pre-Commissioning and Commissioning activities
- Experienced in managing the team of discipline inspectors, coordinating respective inspection & testing activities, establishing, and monitoring KPI in respective disciplines
- Experienced in development or implementation of Quality Surveillance Program, Completion Management System (CMS) and associate Inspection & Test Records (ITRs), Technical Integrity Verification (TIV), Flawless Project Delivery (FPD), Project Quality Health Check (PQHC) Program
- Experienced in implementing and conducting Pre-Qualification/QMS/Quality and technical compliance checks and audits, Quality Walk-through of EPIC organizations and project activities
- Requires good knowledge of project features & Specialities with the ability to resolve highly complex QA/QC related issues and disputes arising from incorrect and disparate interpretations of Project technical requirements and Scope of work, by various parties involved in the project, including external authorities
