MSELECT is looking to hire a PTW/ERP Coordinator for an international oil and gas operator in Duhok. Candidates must have a minimum of 5-8 years of experience in Oil & Gas Industry. Fluency in English and Kurdish is a must.
 
JOB OBJECTIVE
The PTW/ERP Coordinator will be in charge of running the company's Permit to Work (PTW) system for oilfield operations on a daily basis. He will be responsible to fully support field operations for field staff in all areas of operation, production, construction, and other company business lines.
 
MAIN DUTIES
 
Direct duties:
  • Provides effective coordination of hazardous activities within the framework of the Work Permit system
  • Assist in identification of deficiencies and non-compliances in PTW system documentation
  • Consulting of PTW system users on PTW documentation preparation issues and PTW approval procedures
  • Update and provide daily consolidated PTW status reports for all locations
  • Generate and distribute weekly/monthly PTW status and performance report to all required parties (including deficiencies and non-compliances, as well as updates on the matter of PTW system)
  • Status update of Lock-Out devices on the equipment isolation
  • Ensure the sufficient number of new PTW forms availability in PTW office
  • Promptly makes a request for the delivery of PTW and IC forms
  • Timely registration of PTW packages to avoid delays in work tasks performance
  • Provides support in development and implementation of training programs
  • Carry out in-house HSE training to newcomers and refresher training to Branch and Contractors’ personnel
  • Assist with development and revision of procedures, guidelines, if necessary
  • Encourages safe working practice and safety culture at all times
  • Development of the documentation regulating issues of industrial, fire and gas safety, as well as emergency response systems
  • Development, update, implementation and communication of Emergency Response Plan and other instructions to increase efficiency of emergency response performance and people safe evacuation strategies at oilfield facilities
  • Organization of emergency response exercises and drills to increase awareness as well as maintain high level of emergency response skills of oilfield facilities personnel
  • Organize emergency response activities in accordance with the Policy and Management System in the field of Emergency Management, in order to maintain a high level of industrial, fire and gas safety, as well as the effectiveness of emergency response systems at the Branch facilities
  • Determine and justifies the need for equipment, materials and services for emergency response, fire and gas safety. Prepares the necessary documents for the purchase of equipment, materials and services for emergency response, fire and gas safety. Monitors equipment related to fire and gas safety during its acceptance, storage, distribution, use and disposal
  • Take an active part in the development of technical specifications on industrial and fire and gas safety
  • Develop and conducts special training/presentations to Company and Contractor employees and other related events
  • Conduct an effective analysis of the drills (real operational events), the actions of the personnel involved, develops corrective measures and shares lessons learned
  • Analyse and prepare reports on the sufficiency of special protective equipment available for all emergencies related to operations in the oil field
  • Maintains an entry control log and complete maintenance and replace records to ensure safe operation of safety-critical equipment
  • Coordinates and controls the testing, inspection, replacement, maintenance and refueling of primary fire extinguishing equipment in accordance with approved schedules
  • Develops and updates Evacuation Plans from the building for all office and residential premises in the field
  • Organizes special training for emergency response teams (fire warden, First aiders)
  • Any other duties as assigned by line Manager
Joined duties:
  • Develop and administer annual emergency drill schedules
  • Participates in meetings on the issuance of Work Permits
  • Participates in risk assessment
  • Conduct daily/weekly review of issued PTWs. Conduct daily PTW audit
  • Participation in the audits of Contractors’ emergency response system
  • Organization of drills/ training sessions on the evacuation of personnel from the territory of production facilities and office premises
  • Participate in incident investigation to identify the causes of accidents and incidents at the Branch facilities
  • Check and review the Contractors' Emergency Response Plan
  • Assist in control over the safe performance of work by contractors at the Company's facilities
 
JOB REQUIREMENTS
 
Education:
  • Higher education in Health, Safety and Environment field or higher technical education in operations of oil and gas industry
  • NEBOSH International General Certificate in Occupational Safety and Health
  • Train the Trainer certificate
  • Emergency Response Training
Expertise/Skills:
  • Demonstrate strong HSE understanding and competencies in International Standards and Approved Code of Practices
  • Knowledge of ISO 45001 and ISO 14001
  • Incident investigation and reporting
  • Knowledge and experience in inspecting and auditing
  • Knowledge of experience in Risk Assessment and Behavior Based Safety
  • Presentation and training skills

  • Professional user of MS Office Programs: Word, Excel, Visio
Special requirements (if any)
  • Level of mobility: Ability to travel extensively to worksites
  • Other: Ability to work unconventional hours on occasion
